File Note: It is submitted that the industry was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTE/Fresh/SAS/2022/19421478 dated 29/09/2022, having validity upto 29/08/2023. Further the industry was also granted ‘consent to establish’ (NOC) extension under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/PBIP/SAS/2023/220460522 dated 18.09.2023, having valid upto 29.08.2025. Thereafter, the industry was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/PBIP/SAS/2024/231112707 dated 23.02.2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/PBIP/SAS/2024/2308880750 dated 23.02.2024, both having valid upto 31.12.2025 for manufacturing of All Types Of Fabric and Cotton Waste @18 MTD and All Type of Polyester, Viscose, Acrylic and Man Made Fibre @ 6 MTD and All Type of Yarns @ 18 MTD as products. Now, the industry has been applied for obtaining ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, along with requisite documents and fees. As per record, the industry had deposited consent fee, which is adequate upto 28.02.2026. Further, the industry has submitted Rs. 1,44,000/- vide UTR no. SBIN125343509960 dated 09.12.2025 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 1,44,000/- vide UTR no. SBIN125343507692 dated 09.12.2025 under the Air (Prevention & Control of Pollution) Act, 1981, under both the Acts against the fixed assets of Rs. 64.87 cr. as on 24.11.2025 (Considering of NOC regularization fee), which is valid upto 28.02.2028. Visit: The industry was visited by undersigned on 25.12.2025. During visit, it was observed as under: 1. The industry is a spinning unit and using waste cloth cutting as raw material for the manufacturing of yarn. 2. The industry has submitted the manufacturing process, which is mentioned below:- Raw Material—Fabric feeder—Fabric opening Line—Baling Press—Mixing—Blow Room— Carding—Drawing—Open End. 3. The industry has installed fiber recycling line, blow room line and carding machine etc., which have been provided with rotary filters as APCD. 4. The industry has installed Sewage Treatment Plant of capacity 20 KLD for treatment of domestic effluent to be generated from labour quarters & other units. During visit, the ETP was in operation. However, the PSF and ACF was under maintenance. Samples have been collected from the outlet of clarifier before PSF & ACF, which was being collected in the storage tank, to check the biological efficiency of the STP. 5. The treated effluent is being discharge onto land for plantation developed along the boundary walls and green lawns. The disposal arrangements made by the industry are adequate. The industry is maintaining the record of the treated wastewater being utilized. 6. The industry has submitted water sampling report collected by M/s EVAPO TECH dated 18.11.2025 and results are as under: - Sr. no. Oil & Grease mg/l 17.8 3.6 10 From above, it is clear that the industry is conforming to the standards prescribed by the Board. 7. The industry has installed one no. D.G set of capacity 1010 KVA, which is equipped with canopy and stack of adequate height. From above, it is clear that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Recommendations: In view of above, if may approved, ‘consent to operate’ granted to the industry under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 31.12.2027, subject to verification of the fee by DCFA vide e-office file no. 351931 with usual conditions & with following special conditions: 1. The industry shall comply with the conditions of the previous ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 granted to the industry on 23.02.2024. 2. The industry shall not carry out any activity in its premises, which can change the category of unit from Orange to Red, under any circumstances. 3. The industry shall not generate and discharge any kind of trade effluent from its process. The industry shall discharge only domestic effluent onto land for plantation within premises, after treatment in STP. 4. The industry shall ensure that no problem related to pollution is being caused by the unit due to its operation and no public complaints are received by the Board in this regard. 5. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 6. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 7. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 8. The ‘consent to operate’ is being issued to the project proponent based upon the documents/ information/undertaking submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document/undertaking is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 9. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
