Fee The industry has deposited NOC fee of Rs. 8400/- vide UTR No. 825924686 dated 15.12.2025, which is adequate for one year.
The project proponent has applied for obtaining ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for setting up of Hotel of 20 rooms and banquet hall with discharge of domestic effluent @ 12 KLD onto land for plantation after STP along with DG set of capacity @ 200 KVA with canopy along with adequate stack height.
The details of documents submitted is as under:
1) The project proponent has submitted project report mentioning the proposed cost of the project of Rs. 385 lacs including proposed cost of plant and machinery of Rs. 122 lacs.
2) The project proponent has deposited NOC fee of Rs. 8400/- vide UTR No. 825924686 dated 15.12.2025, which is adequate for one year for project cost of Rs. 385 lacs under green category (Category 4.4 Up to 20 rooms).
3) The project proponent has submitted copy of Farad deed measuring land 2.38 acres.
4) The project proponent has submitted feasibility report for prevention of water & air pollution and as per feasibility report there be will no generation of trade effluent and only domestic effluent will be generated, which will be discharge onto land for plantation after STP. Further, as per feasibility report, the project proponent has proposed to install STP of capacity 15 KLD consisting components O & G Trap, Screens in Sewer Line, Septic cum Sewage Collection Tank, aeration system, secondary settlement chamber, Tertiary treatment, Sludge treatment and Sludge Drying Beds.
5) The project proponent has submitted partnership deed and as per this Shri Davinder Kumar: Son of Shri Hari Chand, Shri Jaspreet Singh: Son of Shri Sukhmander Singh, Shri Pardeep Kumar: Son of Shri Niranjan Lal and Shri Dawinder Singh: Son of Shri Ram Singh are the partners of the firm.
6) The project proponent will make an agreement with an authorized vendor approved by the local municipal authorities for the collection, segregation, and proper disposal of solid waste in compliance with the Solid Waste Management Rules, 2016. Organic waste will be segregated at source, and recyclable waste will be handed over to the authorized waste management agency for scientific disposal.
7) The project proponent has submitted land use certificate issued by District Town Planner, Ferozepur vide no. 498ਡੀਟੀਪੀ(ਐਫ)ਫਸਪ-14 dated 12-06-2025 and the operative part of the certificate is as under:
“ਆਨਲਾਈਨ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜਾ ਅਨੁਸਾਰ ਸਾਈਟ ਵਿੱਚ ਹੋਟਲ ਦੀ ਸਥਾਪਨਾ ਕਰਨ ਤਜਵੀਜ ਹੈ। ਸਾਈਟ ਕਿਸੇ ਨਗਰ ਕੋਂਸਲ ਦੀ ਹਦੂਦ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਨੋਟੀਫਾਇਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ ਤਲਵੰਡੀ ਭਾਈ-ਘੱਲ ਖੁਰਦ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਜਿਸ ਦਾ ਹਾਲ ਦੀ ਘੜੀ ਮਾਸਟਰ ਪਲੈਨ ਤਿਆਰ ਨਹੀਂ ਹੈ। ਭਾਵ ਇਹ ਕਿ ਸਾਈਟ ਦਾ ਕੋਈ ਜੋਨ ਨਿਰਧਾਰਿਤ ਨਹੀਂ ਹੈ। ਸਾਈਟ ਵਿੱਚ ਹੋਟਲ ਸਥਾਪਿਤ ਕਰਨਾ ਆਗਿਆਯੋਗ ਹੈ. ਬਸ਼ਰਤੇ ਭਵਿਖ ਵਿੱਚ ਮਾਸਟਰ ਪਲਾਨ ਨੋਟੀਫਾਈਡ ਹੋਣ ਸਮੇਂ ਜੇਕਰ ਸਾਈਟ ਨਾਨ ਕਨਫਰਮਿੰਗ ਜੋਨ ਵਿੱਚ ਆ ਜਾਂਦੀ ਹੈ ਤਾਂ, "The applicant shall be liable to abide by the provisions of Master Plan and shall also be bound to follow the provisions of Section 79 along with other provisions of PRTPD ACT, 1995. In case the site falls in Non-Confirming land use zone after the notification of Master Plan, no claim shall be demanded by the applicant from the Department", ਅਤੇ ਸਾਈਟ ਪੰਜਾਬ ਪ੍ਰਦੂਸ਼ਣ ਰੋਕਥਾਮ ਬੋਰਡ ਦੀਆਂ ਗਾਈਡਲਾਈਨਜ਼ ਦੀ ਪ੍ਰਤੀ ਪੂਰਤੀ ਕਰਦੀ ਹੋਵੇ।”
8) The project proponent has submitted letter regarding land use issued by Naid Tehsildar, Talwandi Bhai dated 16-06-2025 and the operative part of the letter is as under:
“ਸਾਈਟ ਕਿਸੇ ਵੀ ਐਮ.ਸੀ. ਲਿਮਟ ਜਾਂ ਨਗਰ ਪੰਚਾਇਤ ਦੀ ਹਦੂਦ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। ”
9) The industry has submitted In Principal Approval from the District Nodal Agency, District Industries Centre, Ludhiana issued vide application no. 2506897008 dated 04-08-2025 for building plans, which is valid upto 03.02.2029.
The proposed site was visited by undersigned on 21-12-2025 and it was observed that the proposed site is located at Village Machhi Bugra, Moga Road District Firozepur. The industry has already constructed a shed at site and boundary wall of the entire site has been done.
Thus, the site is suitable for such type of units.
Keeping the above in view, it is recommended that ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year for setting up of Hotel of 20 rooms and banquet hall with discharge of domestic effluent @ 12 KLD onto land for plantation after STP along with DG set of capacity @ 200 KVA with canopy along with adequate stack height with suitable conditions, please.
