File Note: It is intimated that the industry was granted ‘consent to establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2025/275991 dated 16/01/2025, having validity upto 15/01/2026 for Steel Rod @ 1.125 Metric Tonnes/Day and Steel Pipe @ 1.05 Metric Tonnes/Day as raw material and Ceiling Fan Shafts @ 5000 No/Day and Fan Down Rod @ 5000 No./Day as products with special conditions mentioned therein. Now, the industry has been applied for ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, along with requisite document. The industry has deposited Rs. 42500/- vide R no. 53112489 dated 19.12.2025 under the Water (Prevention & Control of Pollution) Act, 1974, Rs. 42500/- vide R. no. 589367350 dated 19.12.2025 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate for 30.11.2030, against the fixed assets of Rs. 1.78 cr. as on 17.12.2025. Visit: Accordingly, the industry was visited by undersigned on 25.12.2025 and during visit, it was observed as under: 1. The industry was in operation and engaged in the business of Ceiling Fan Shafts and Fan Down Rod. 2. The entire industry is engineering and fabrication industry with drilling, lathing and chamfering machines installed at site. As per the process submitted by the project proponent, the industry has not yet installed the powder coating process at site. 3. The wastewater generated from the domestic process is being treated into septic tank and disposed onto land for plantation within the premises. 4. No washroom/toilets has been built by the industry in its premises. The representative informed that the labour use the washrooms of adjacent industry owned by him. 5. The cutting oil being used on the machines is entirely reused and no waste is generated. 6. The industry has not installed any DG set in its premises. From above, it is clear that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Recommendations: In view of above, it is recommended that the industry granted ‘consent to operate’ granted to the industry under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, upto 30.06.2030 with usual conditions & with following special conditions: 1. The consent is being granted to the industry for operation of the engineering and fabrication machines installed at site. The industry shall obtain the varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 before making the powder coating and other processes consented in ‘consent to establish’ (NOC), operational at site. 2. The industry shall not carry out any activity in its premises, which can change the category of unit from Orange to Red, under any circumstances. 3. The industry shall not generate and discharge any kind of trade effluent from its process. The industry shall discharge only domestic effluent onto land for plantation within premises, after passing through septic tank. 4. The industry shall apply for obtaining authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and shall dispose the hazardous waste generated as per rules. 5. This ‘consent to establish’ is being granted to the industry on the basis of land use classification letter uploaded by the industry alongwith the online application. The industry shall establish its unit only in the said Khasra nos. mentioned in rent deed and shall comply with the guidelines/bylaws/stipulations of the Department of Town and Country Planning, at all times. 6. The industry shall ensure that no problem related to pollution is being caused by the unit due to its operation and no public complaints are received by the Board in this regard. 7. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 8. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 9. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 10. The ‘consent to operate’ is being issued to the project proponent based upon the documents/ information/undertaking submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document/undertaking is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 11. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
