The industry has applied for obtaining ‘consent to establish' (NOC for expansion). The application of the industry has been scrutinized and examined. The facts have also been verified by the A.E.E of this office during visit to the industry on 16/12/2025 and the details are as under:

It is submitted that the subject cited industry is an existing induction furnace unit. The industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/FGS/2025/30064759 dated 03/11/2025 and under the Air Act, 1981 vide no. CTOA/Renewal/FGS/2025/30064613 dated 03/11/2025, both are valid upto 31/03/2026 for the manufacturing of Billets (With CCM Plant) @ 84 MTD and Flats, H.R.Coils(Patra) etc.(With Rolling Mill section without reverberatory furnace) @ 84 MTD with suitable conditions.
Now, the industry has applied consent to establish (NOC for expansion) for manufacturing of Billets (With CCM Plant) @ 140 MTD and Flats, H.R.Coils(Patra) etc.(With Rolling Mill section without reverberatory furnace) @ 137 MTD along-with requisite documents through OCMMS. The industry has deposited Rs. 10800/- vide Receipt no. 123990905 dated 14/09/2025 as NOC fee and form fee of Rs. 500/- vide UTR no. 123990905 dated 14/09/2025 against the project cost of Rs. 1965.21 Lacs, which is adequate for one year as per Board's Office Order dated 29/10/2018. The industry has increase a project cost of approximately Rs. 2.67 Crore. The industry already possesses existing assets worth Rs. 1,698.66 Crore covered under the earlier obtained CTO. Accordingly, the NOC fee deposited by the industry is adequate for one year.
The industry was visited by the A.E.E. of this office on 16/12/2025 & it was observed as under:
1. The industry was in operation and engaged in the business of manufacturing of Steel Ingots @ 84 MTD.
2. The industry has installed 1 no. induction furnace of capacity 7 TPH which was in operation.
3. The industry has installed spark arrestor followed by bag filter houses as APCD to control the air emissions from the furnace as per design evolved by PSCST, Chandigarh, which was also in operation. The industry has also obtained completion certificate from PSCST, Chandigarh vide no. 113 dated 07/05/2019.
4. The industry has also installed CCM (Concast machine ) and 01 rolling mill.
5. The stack emission sample was earlier collected on 27/01/2025 from stack attached to induction furnace and as per the analysis results, the concentration of SPM is found to be 60 mg/Nm3, which is within the permissible limits laid down by the Board.
6. No water is used in the process, so no trade effluent is generated.
7. The industry has installed night vision high-definition CCTV cameras covering the emissions generating from crucible. The industry shall connect the CCTV cameras with the server of the Punjab Pollution Control Board within one month.
8. Domestic effluent is discharged onto land for plantation/Irrigation after passing through septic tank.
9. The industry is complying with directions/suggestions of PSCST, Chandigarh given in SOPs for operation of APCD and is maintaining the required data.
10. The industry has also appointed its Works Manager/Foreman to take care of the SOPs.
11. The industry has already submitted approved building plans from competent person as authorized by Director of Factories, Punjab and representative of the industry informed that there is no change in the building plans as there is no change in the building.
Proposal
The industry has proposed to be installed a new induction furnace of capacity 10TPH in replacement of its existing 07 TPH induction furnace. The industry has submitted feasibility report for upgradation its existing Air pollution control devices for 10 TPH capacity of induction furnace. Furthermore, the industry has submitted PERT Chart for installation of APCD for containing secondary emission generated from the industrial process up to 31/03/2026 subject to finalization of design and drawing of APCD by PSPCT.
Site Suitability
There are no specific sitting guidelines for such type of industries. However, the subject cited industry is located in Industrial zone as per Master Plan (2010-2031) of Mandi Gobindgarh.
Applicability of press note 17:
The press notes 17 (1984 series was withdrawn by Ministry of Commerce and Industry vide letter no. 2(41)/2018-IL dated 11/09/2019.
Applicability of Factories Act, 1948:
As per policy of the Board, it is clearly mentioned that the Punjab Pollution Control Board will decide the applications for consent to establish (NOC) of all industries to be set up in designated/ approved areas such as Industrial Area/ Industrial Estate / Industrial Focal Point/ Approved Industrial Park / Industrial Zone of the Master Plan. However, the Site Clearance u/s 41 (A) of the Factories Act, 1948 will not be necessary for grant of consent to establish/ operate/ authorization by the Board. It is submitted that the subject cited industry is located in Industrial zone as per Master Plan (2010-2031) of Mandi Gobindgarh. Therefore, there is no requirement of Site Clearance u/s 41 (A) of the Factories Act, 1948.
Applicability of EIA notification dated 14/09/2006
The industry is covered under the EIA notification dated 14/09/2006 but the industry has not required Environmental Clearance as the industry shall installed induction furnace of capacity of 10 TPH in place of 07 TPH with the production of less than 60000 MTA and as per notification 07.06.2024 production of less than 60000 MTA of melting product has been exempted for obtaining Environmental clearance.
PWRDA Permission:
In the subject cited case, the industry has mentioned ground water extraction @ 50.5 KLD. Considering 30 working days per month, ground water extraction will be 1515 KL/month, which is more than 300 KL/month. The industry shall obtain permission for groundwater extraction from PWRDA.
In view of the above, it is recommended that NOC (for expansion) applied by the industry may be granted for one year with suitable conditions and special condition that:
A. The industry shall adopt any of the following available technologies on or before 30.09.2026 for the control of secondary emissions:
i. Dog house emission containment system
ii. Canopy hood containment System.
iii. Roof top containment System
B. The industry shall obtain a design for retro fitting in its existing unit from PSCST, Chandigarh for the adoption of any one of the technologies mentioned condition No. 1.
C. The Greenfield projects of inductions furnace Units, however, shall provide Dog House system for containment of Primary as well as Secondary Emissions
D. The industry is advised to obtain necessary clearance for Abstraction of Ground Water from the Punjab Water Regulation and Development Authority (PWRDA).
E. The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD.
F. The industry shall not dispose off its Hazardous waste to any unauthorized vendor.
G. The industry shall execute annual maintenance contract (AMC) for APCD from the repute agency and submit the report in this regard.
H. The industry shall provide stack monitoring arrangements as per emissions regulations part 3 (1985 series) as per CPCB manual.
I. The industry shall not use any scrap containing Hazardous waste like shockers containing waste oil.
J. The industry shall install night vision high-definition CCTV cameras covering the emissions generating from crucible. Also, the industry shall store 3 months recording of the same every time and made available when required to the officers of the Board.
K. The industry shall connect the CCTV cameras with the server of the Punjab Pollution Control Board within one month.
L. The industry shall install online continuous emission monitoring system with its stack and connect the same with server of the Board.
M. The industry shall to install rotary valve along-with conveyor system below bag filters to avoid manual handling of APCD dust.
N. The industry will get its building plans approved from competent authorities if there is further change in the building plan, within one month.
