It is intimated that the industry is small scale green category unit. The industry has applied for ‘Consent to Establish (NOC) from Pollution Angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents for the installation of new industrial unit.
The project proponent has submitted project report with total cost of Rs. 322.30 Lacs and has deposited Rs. 8400/- vide R. No. 907003735 dated 22.08.2025 as NOC Fee which is adequate for one year.
The PP has submitted DTP letter from the DTP, Ludhiana vide no. 1926 DTP(L) M2L dated 14.07.2025, as per which, the site falls in local planning area Ahemadgarh (No notified Master Plan is drafted for the mentioned area). It was also mentioned that the Fuel Briquettes unit is allowed in the said zone subject to the conditions mentioned therein.
The industry has also given certificate from revenue authorities, as per which, the industry is complying with the general siting guidelines issued by the Board.
Further, on perusal of the project report/feasibility report submitted by the industry, the industry has submitted following proposals: -
1. The PP has submitted a project report, as per which, the total project cost is about 322.30 lacs.
2. The industry has proposed to produce Biomass Fuel Briquettes @ 72 MTD using parali as raw material @ 72 MTD.
3. The process of the industry falls in green category as per latest CPCB’s categorization of the industries adopted by the Board vide letter no. 10336-354 dated 19.03.2025.
4. The industry has proposed to installed cyclone and pulse jet followed by bag filter as APCD.
5. The industry has proposed to install dryer section with dust collector as APCD.
6. The industry is proposed that Domestic effluent is being discharged into septic tank followed by plantation.
7. The industry is proposed to install 01 no. D.G. set of capacity 125 KVA with canopy and stack height.
The industry has visited by the officer of this office on 12.11.2025 and it was observed as under: -
1. The industry has constructed a shed.
2. No operation has yet started on the premises of the industry.
3. The industry is located outside from any local body limit. As per DTP letter, the site is suitable to operate such type of industries.
4. The industry has submitted approved building plan approved by Competent Person.
5. The industry has failed to submitted the distance certificate regarding its distance from Lal Lakir approved by the Tehsildar.
Keeping in view of above, it is recommended that the ‘Consent to Establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused please.
