File Note: • The industry is a small scale orange category unit. • The industry was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 valid upto 30.06.2024 for manufacturing of Tablets and Capsules @20000Numbers/Day & Syrup @ 500 Liter/day under red category. • Earlier, the industry was visited by officer of this office on 07.06.2022 and observed that :- 1. The industry was in operation during visit and engaged in the manufacturing/formulation of tablets/syrups etc. 2. The industry is making expansion in the existing premises during visit. 3. The liquid medicine /syrup manufacturing section were in operation during visit & the effluent generating from the washing of machines/floor washing/other waste effluent was discharged into the open plot at the backside of the industry through permanent pipeline. 4. The industry has not provided any ETP for the treatment of the effluent generated and untreated effluent was being discharged onto land for stagnation without any treatment. 5. No solar-cum-forced evaporation pond was present inside the industry during visit. 6. The industry has failed to submit any disposal arrangements for date-expired, discarded and off-specification medicines. • Thereafter, the industry was issued show cause notice for violation of the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with an opportunity of personal hearing Senior Environmental Engineer, Zonal Office, Jalandhar on 02.04.2025 and it was decided as under:- 1. The industry shall submit a Bank Guarantee of Rs. 50,000/- as an assurance to treat & dispose off its trade effluent & domestic effluent in environmentally sound manner and they shall be no stagnation within the premises. 2. The industry shall treat & dispose off its trade effluent & domestic effluent in environmentally sound manner and they shall be no stagnation within the premises. 3. They will make agreement with NIMBUA for date-expired, discarded and off-specification medicines within 15 days. 4. The industry shall apply for consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 an Air (Prevention & Control of Pollution) Act 1981 alongwith authorization under Hazardous & other Wastes (Management & Transboundary Movement) Rules, 2016 within 15-days. 5. The Regional Office, Jalandhar shall visit the industry after 15-days and verify the contentions made by the industry and submit report/process the application on merit. • Accordingly, to verify the contentions made by the industry in the hearing, the industry was visited by the officers of this office on 01.07.2025 and it was observed that the industry was in operation during the visit. The industry is engaged in the formulation of tablets and capsules @ 20000 numbers/day and syrup @ 500 litre/day. The industry has established borewell within the premises for supply of fresh water and flow meter was provided on fresh water supply which was in operational condition. The industry has provided only solar pond at the terrace for disposal of trade effluent generated within the premises without giving any prior treatment through ETP. The domestic effluent generated within the premises is being discharged directly into the sewer. The industry has installed one DG set of capacity 125 KVA with canopy and adequate stack height. The industry has failed to submit a Bank Guarantee of Rs. 50,000/- in this office till date. The industry is yet to obtain agreement with TSDF Nimbua for disposal of date-expired, discarded and off-specification medicines. As per representative, they are in the process of agreement with TSDF Nimbua. • Thereafter, the industry was issued show cause notice for violation of the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with an opportunity of personal hearing Senior Environmental Engineer, Zonal Office, Jalandhar on 16.10.2025 and it was decided as under:- 1. The Environmental Engineer Regional Office, Jalandhar shall take up matter with Computer Section Head office, Patiala to resolve the issue of consent application. 2. The industry shall apply for consents under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 within 15-days. 3. The industry shall submit Bank Guarantee of Rs. 50,000/- already imposed in previous hearing 28.5.2025 before Senior Environmental Engineer, Jalandhar within 07-days. 4. The Environmental Engineer, Regional Office, Jalandhar shall verify the contention of industry and shall process its consent application on merit. • Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and consent under Air (Prevention & Control of Pollution) Act 1981 through OCMMS of the Board for for manufacturing of for manufacturing of Tablets and Capsules, Syrup, Dry Injection, Dry Syrup by using Paracetamol, Amoxicillin, Starch, Empty Capsules, Vitamin B 1, B 2,B 6 etc., Aceclofenac, Empty Pet Bottles/Glass Vials, Packing Material, Bottle Caps, Cefixime Piperacillin, Tazobactam, Levocetirizine, Clavulanic Acid, Nimesulide, Phenylephrine , Senatiopeptidese, Telmisartan, Atorvastatin, other Chemical Compounds Active/Inactive, Cefpodoxime, Ceftriaxone, Montitupast, Meropenem as raw material. • The industry has submitted bank guarantee of Rs. 50,000/- as per decision of the personal hearing, valid upto 05.12.2026. • The industry has submitted agreement with Nimbua for the disposal of hazardous waste generated at site i.e process residue and wastes , off specification products, date expired products and concentration or evaporation residues. • The industry has submitted approved building plan from competent person under director of factories. • The industry was visited by officers of this office on 26.12.2025 and it was observed that;- 1. The industry was in operation during visit and was engaged in formulation of medicines. 2. The industry is generating effluent from washing of utensils / machines being used for formulation of different type of medicines. 3. The industry has provided a solar cum forced evaporation pond at roof top of size 10' x 10' x 2' and has installed 4 nos. electric heaters of 3 KW each in it for force evaporation. The industry has provided motor pump to lift the effluent from underground tank near syrup section to solar cum forced evaporation pond. 4. The industry has provided water scrubber with the Coating pan as APCD. 5. The industry has installed 1 no. DG set of 62.5 KVA with canopy and has now also provided adequate stack height with it. 6. The industry has provided separate storage room for the storage of hazardous waste generated at site. The industry has failed to apply for obtaining authorization under Hazardous Wastes (Management, Handling & Transboundary Movement) Rules, 2016 from the Board. 7. The industry is small scale orange category and the competency of case lies with Senior Environmental Engineer, Zonal Office, Jalandhar. Recommendation:- Keeping in view of above, if approved, varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 30.06.2030 with usual conditions as per policy of the Board and with additional conditions that the industry shall apply for obtaining authorization under Hazardous Wastes (Management, Handling & Transboundary Movement) Rules, 2016 immediately.
