It is submitted that the project proponent has applied for Consent to Establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the establishment of a poultry farm of 10,000 chicks capacity at A.K. Poultry Farm, Post Office Mehlanwali, District Hoshiarpur.
The project proponent has submitted the project report, land ownership documents, and a certificate regarding technical knowledge in poultry farming, certifying that the son of the proprietor is educated in poultry farming from Guru Angad Dev University. Further, CRO report for various siting criteria has been received from the competent authority vide SDM Hoshiarpur Letter No. 1548/R.K. dated 25.06.2025, recommending the site.
As per the project report, the project cost is ₹30.50 lakh. The project proponent has deposited ₹2,200/- as Consent to Establish fee vide Receipt No. 962366510 dated 09.12.2025, which is found adequate for one year as per the applicable fee structure.
Accordingly, the site was visited by the undersigned, and the following observations were recorded:
1. The proposed site is located at Mehlanwali, District Hoshiarpur.
2. The site was found to be a vacant plot situated amidst agricultural fields.
3. Land on three sides of the proposed site is owned by the project proponent, providing adequate buffer and isolation from surrounding activities.
4. No construction activity has been initiated at site at present.
In view of the above, if approved, it is recommended that Consent to Establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent for a period of one year for the establishment of the poultry farm, subject to standard terms and conditions and the following special conditions:
1. The project proponent shall comply with all CPCB/SPCB guidelines for poultry farms.
2. The CTE is granted on the basis of CRO report vide SDM Hoshiarpur Letter No. 1548/R.K. dated 25.06.2025.
3. Adequate green belt shall be developed around the periphery of the farm.
4. No litter or manure shall be dumped or burnt in open areas.
5. No wastewater shall be discharged outside the premises without treatment.
6. Dead birds shall be disposed of through deep burial pit/composting as per CPCB guidelines; open burning is prohibited.
7. Adequate measures shall be taken to control odour and fly nuisance.
8. The unit shall not operate without obtaining Consent to Operate of the Board.
9. No expansion or change in layout/process shall be carried out without prior permission of the Board.
10. An environmental data board shall be displayed at the entrance.
