File Note: The industry has applied for obtaining ‘consent to establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Maize @4 MTD, Docrb @4 MTD, Mustard Doc @2 MTD, Wheat grain@1 MTD and rice Polish@2 MTD as a raw material and cattle feed @ 9000 Kgs/day as products, along with requisite document. The industry has deposited Rs. 3400/- vide R. no. 11583146 dated 18.12.2025 under the ‘consent to establish’ (NOC) and Rs. 15000/- vide R. no. 332203293 dated 24.11.2025 under the Air Act, 1981 and Rs. 15000/- vide R. no. 322757112 dated 27.11.2025 under the Water Act, 1974 including application form fee, against the cost of the project of Rs. 3.99 cr. (As per application form). The NOC fees deposited by the industry is adequate for 05 years (taking 50% for extensions). Suitability of site: The industry has uploaded a copy of land use classification letter issued by DTP SAS Nagar vide letters no. 1431 dated 20.08.2025, wherein it has reproduced as under: As such, as per the above-mentioned land use classification letter, the site falls in existing industry zone. Hence, the site is suitable for the establishment of the industry. The industry has submitted a copy of GST registration certificated dated 18.04.2024, as a proof of date of commissioning of the unit, along with the online application form. Manufacturing process: Manufacture of Animal Feed. Water Pollution: As per the brief project report, the domestic effluent @ 0.6 KLD shall be generated from the unit and the industry has proposed to use the same for onto land for plantation within premises after passing through septic tank. As per the proposal, no trade effluent shall be generated from the proposed unit. Air Pollution: The industry has proposed to install one no. of boiler of capacity 01 TPH based on wood and agro waste fuel with cyclone separator as APCD. Applicability of EIA notification dated 14.09.2006: The process of the industry is not covered under the ambit of EIA notification dated 14.09.2006. Visit: Accordingly, the industry was visited by undersigned on 03.12.2025 and during visit, it was observed as under: 1. The site is currently being used as a warehouse/storage for the cattle feed. 2. The industry falls within the MC limits of Derabassi. 3. The installation of feed processing plant has been initiated at site and foundation has been completed for the plant. The industry has not yet installed the boiler at site. 4. The industry has provided septic tank for treatment of domestic effluent and the treated domestic effluent is being discharged onto land for plantation developed on front boundary. 5. The industry has not installed any DG set in its premises. From above, it is clear that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Recommendations: In view of above, it is recommended that the industry granted ‘‘consent to establish’ (NOC)’ granted to the industry under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for one year with usual conditions & with following special conditions: 1. This ‘consent to establish’ (NOC) is granted for the installation of cattle feed plant of capacity 9000 Kgs/day and boiler of capacity 01 TPH based on wood equipped with cyclone separator as APCD with stack of height of 100’. 2. The industry shall not carry out any activity in its premises, which can change the category of unit from Orange to Red, under any circumstances. 3. The industry shall submit a copy of building plan approved by the Competent Person of Director of Factories of Punjab before obtaining ‘Consent to Operate’. 4. The industry shall not generate and discharge any kind of trade effluent from its process. The industry shall discharge only domestic effluent onto land for plantation within premises, after passing through septic tank. 5. This ‘consent to establish’ is being granted to the industry on the basis of land use classification letter uploaded by the industry alongwith the online application. The industry shall establish its unit only in the said Khasra nos. mentioned in rent deed and shall comply with the guidelines/bylaws/stipulations of the Department of Town and Country Planning, at all times. 6. The industry shall ensure that no problem related to pollution is being caused by the unit due to its operation and no public complaints are received by the Board in this regard. 7. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 8. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 9. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 10. The NOC is being issued to the project proponent based upon the documents/ information/undertaking submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document/undertaking is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 11. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
