Sir, the project proponent was issued Show cause notice before refusal of consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 with an opportunity to submit reply of the following observation:-
1. The project proponent has not submitted classification of land as per notified Master Plan of Bathinda.
2. The project proponent has not submitted any document / permission from the concerned department regarding surplus capacity of terminal STP to handle the wastewater of colony.
In reply of the SCN the PP has submitted reply of the observation. In its reply the PP has submitted some attachments consisting of area classification report obtained District Town Planner, Bathinda as well as conversation with department of DWSS and PWSSB. The pointwise reply of the observations based on above mentioned attachment is as under:
1. The DTPs letter no. 1916 dt. 19.12.2025 indicating that the site of the project falls in residential zone (RD1) as per the provisions of the Master Plan, Bathinda.
2. The PP has enclosed copy of letter vide which, he had applied to the Department of Water Supply and Sanitation (Division-3) for issuance of a formal letter confirming the availability of surplus capacity at the terminal STP to handle the wastewater generated from the proposed housing complex. DWSS has the request of the PP to the Punjab Water Supply and Sewerage Board for further examination and confirmation, vide Letter No. 8555 dated 16.12.2025. But no clear cut reply to the clarification has been yet made either by DWSS/PWSSB or PP
But, the project proponent has now proposed to manage and utilize the entire wastewater generated from the project within the premises itself. The details of the proposal w.r.t. wastewater management system is as under: Total estimated wastewater generation: 31 KLD Estimated utilization for flushing: 12 KLD (through provision of dual plumbing system) Proposed green area: Approximately 1200 sq. m Estimated utilization for green area irrigation: 19 KLD (plantation to be developed using Karnal technology) after treatment through STP of capacity 40 KLD.
In view of above it is recommended that the reply of the PP may be considered and Consent to establish/NOC for construction of HPCL housing complex in an area of 2 acres for the utilization of waste water @ 31 KLD (utilization for flushing @ 12 KLD and utilization onto land for plantation @19 KLD) with validity for 2 year, with suitable conditions.
