It is submitted that the project proponent was granted Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2024/27361528 dated 18.12.2024, valid till 31.12.2025 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2024/27361523 dated 18.12.2024, valid till 31.12.2025 for operation of Hotel (33 Rooms) , Restaurant (60 Chairs) & Banquet Hall (100 Persons) with certain and one of the special condition that the project proponent shall submit the revised building plan approved from the Competent Authority.
Now, the project proponent has applied Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for operation of Hotel (33 Rooms), Restaurant (60 Chairs) & Banquet Hall (100 Persons) along with requisite documents.
The project proponent has submitted CA certificate with the value of fixed assets of Rs. 1.22 crore as on 31.03.2025. The earlier deposited fee was adequate for a period upto 31.12.2029. Now, the project proponent has deposited Rs. 8400/- vide R no. 784334802 dated 13.12.2025 under Water (Prevention & control of Pollution) Act, 1974 and Rs. 8900/- vide R no. 184480498 dated 13.12.2025 under Air (Prevention & Control of Pollution) Act, 1981, which are adequate till 31.12.2030.
The site was visited by the undersigned on 29.12.2025 and during visit it was observed as under:
1. The site is a Hotel, Restaurant and Banquet Hall operating in the name of “The Lamp”.
2. The restaurant has installed seating arrangement in the restaurant.
3. The Hotel has installed Oil & Grease trap followed by STP of capacity 20 KLD and the same was not in operation due to less quantity of effluent in the collection tank. However, physical condition reveals that the STP is being regularly operated by the project proponent.
4. The restaurant has provided kitchen. The restaurant is using LPG as fuel in the kitchen and has provided arrangement for channelizing of emissions generated from kitchen.
5. The restaurant has installed DG set of 125 KVA with canopy and adequate stack height.
6. The representative informed that bio-degradable solid waste generated from the restaurant is disposed off through third party vendors of MC Zirakpur.
In view of above, it is recommended that Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for a period upto 31.12.2030 with following special condition:
1. The project proponent shall submit the revised building plan approved from the Competent Authority within a month.
2. The project proponent shall install mechanical composter of adequate capacity for treatment of solid wet waste within a month.
3. The project proponent will get effluent sample from STP analysed from Board's lab/ NABL approved lab within a month.
