It is submitted that the industry is covered under small scale red (101.1 Industry or process involving metal surface treatment or process such as pickling/ electroplating/paint stripping/ heat treatment using cyanide bath/ phosphating or finishing and anodizing / enamellings/ galvanizing) category unit.
Now, the industry has applied for consent to Establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Job Work of Zinc Flake With Magni Coating @ 10 T/day and Job Work Of Zinc Flake Without Magni Coating @ 20 T/day.
As per the Project report the total proposed cost of the project is 1500 Lacs and the industry has deposited NOC Fees under red category @ Rs. 36000 /- vide Receipt No. 234777755 dated 06.12.2025 which is adequate for one year.
The project proponent has proposed to install 01 shot blast machine boiler with electricity as fuel and the industry also proposed 02 no. of Baking Oven with LPG as fuel. The project proponent has proposed to install DG sets @ 82.5 KVA with canopy and adequate stack height.
Since, the site of the industry lies in the focal point, phase-7, Ludhiana as such the site is suitable for establishment of such kind of unit. It is pertinent to mention here that M/s Appu International was operational at this premises engaged for production bicycle parts and has valid consent to operate under the Water Act, 1974 and Air Act, 1981 which are valid upto 12.10.2029. The industry has submitted undertaking regarding the transfer of their unit to M/s Kamal CED Solution LLP.
The site of industry visited by the officer of this office on 22.12.2025 and it was observed as under:-
1. The industry was not in operation during visit as the construction work of the premises was going on.
2. The industry has installed Zinc plating automatic machinery in its premises which is ready for operation. The industry has not operated its plant till date.
3. The industry has provided water meter on the source of fresh water supply leading to the Zinc plating plant and the effluent generating from the plating is collected in a HDPE tank.
4. The industry has made agreement with CETP operator @ 5000 ltr/month for lifting of its trade effluent generating from the process.
5. The industry has submitted layout plan of the industry approved by the Competent Person.
6. The industry is located in the designated area as per the Master plan Ludhiana i.e. Focal point, Phase-7, Ludhiana. The site is suitable for such type of industry.
Keeping in view of above, it is recommended that Consent to Establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 may be granted for one year for Job Work of Zinc Flake With Magni Coating @ 10 TPD and Job Work Of Zinc Flake Without Magni Coating @ 20 TPD with suitable conditions and special conditions that:-
1. The industry will be only disposing its trade effluent to CETP operator.
2. The industry will submit the record on monthly basis to Board.
3. The industry shall ensure that the lifting shall be made at least 2-3 times in a month.
4. The industry shall provide the capacity of effluent collection tank, atleast equivalent to the CETP agreement, by providing additional storage tank.
5. The industry shall install CCTV cameras with 30 days backup within 15 days, facing towards a) entry gate of processing shed b) flow meter provided on freshwater supply provided for processing activities c) effluent storage tanks d) any other suitable point deemed fit to ensure that whole of the water consumed is metered and whole of the trade effluent is lifted to CETP operator The industry shall maintain in-house monitoring mechanism through mobile phone/ office screen for visualizing the above CCTV cameras so as to ensure that no intentional or unintentional lapse happens and no untreated effluent is bye-passed.
6. The industry shall ensure that there is no unauthorized mode of wastewater disposal.
7. The industry shall ensure that there is only a single fresh water supply for the industry and meters shall be provided for the water being used for process.
8. The industry shall maintain proper record of fresh water consumption and trade effluent generated & effluent got lifted by the CETP operator on daily basis.
9. The record shall be available in the industry at all times, kept in a designated box in the process area to ensure easy and ready accessibility to record keeper as well as regulatory authority. In case, the record is not maintained by the industry, it will be presumed that the industry is disposing of its wastewater illegally and action as deemed fit shall be taken in accordance with law.
10. The industry shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 before the commencement.
