File Note: On examination , it is observed that the project is a small-scale orange category commercial project covered under category 2091 i.e. Area/Infrastructure Development Project (Not covered under EIA notification 2006). • Earlier, the project proponent was granted consent to establish (NOC) under the Water Act, 1974 and under the Air Act, 1981 vide no. CTE/Fresh/KPR/2024/25421089 dated 26.06.2024 valid upto 30.05.2025 and extended upto 31.07.2026 for establishment of Commercial complex in an area of 26911.59 sqm with built-up area of 118204.36 sqft or 10981.45 sqm consisting of components as Commercial Shops @ 78 Numbers, Mini Multiplex (Three Screen with 182 Seats each) @ 1 Number, Restaurant/Drive Through @ 3 Numbers and discharge of domestic effluent @27 KLD with suitable conditions mentioned therein. • Now, the project proponent has applied for partial fresh consent to operate under the Water Act, 1974 and under the Air Act, 1981 for operation of Drive through @1 number/day, Food court @ 1 number/day, commercial shops @18 numbers/day and for discharge of domestic effluent @15 KLD with requisite documents. • The project proponent has deposited Rs. 54000/- vide UTR No. 576921796 dated 12.12.2025 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 54000/- vide UTR No. 547972862 dated 12.12.2025 under the Air (Prevention & Control of Pollution) Act 1981, adequate upto 30.09.2027. • The proposed site was visited by officer of Board on 18.12.2025 & observed that construction work of 18 shops have been completed. Further, the construction of food court and 1 drive through has also been completed by the project proponent. • The project proponent has submitted completion certificate of the STP of capacity 50 KLD based on MBBR technology. The PP has submitted that they had proposed STP of bigger capacity at the time of NOC keeping in mind future expansion and has installed the same. • The project proponent has adequate area for disposal of treated effluent partially onto land reserved for green area and green buffer at site within the premises and for plantation adjoining to the site on land measuring 0.5 acres owned by sister concern firm of the unit for which the sister concern has given its consent/undertaking. Keeping in view of above, it is recommended that partial fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project upto 30.09.2027 with suitable conditions and special condition that the 1. The project proponent shall not increase the built up area of the project beyond 20,000 square meters, in any case, without obtaining the Environmental Clearance from the concerned authority and the revised Consent to Establish of the Board. 2. The project proponent shall maintained adequate plantation area for utilization of treated effluent. 3. The project proponent shall comply with the provisions of Solid waste management Rules, 2016. 4. The project proponent shall comply with the provisions of the Noise Pollution (Regulation & Control) Rules 2000. 5. The project proponent shall ensure compliance to the comprehensive guidelines for the regulation of noise/ sound pollution caused by use of loud speakers, public address system etc. issued by Punjab Government, Deptt. of Science, Technology & Environment vide notification no. 3/100/2013-STP(4)/145 dated 26.02.2014. 6. The industry shall obtain permission from the concerned Department(s) and shall comply with the conditions of relevant permissions obtained by it from other related Departments (if any). 7. The Consent is being issued to the project proponent based upon the undertakings/documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/ project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 8. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the promoter. .
