File Note: It is submitted that the point-wise clarifications raised by the Environmental Engineer, ZO Bathinda, are furnished as under:– 1. The agenda ID has been generated multiple times; however, while submitting the file, an error occurs. In this regard, the matter has been communicated via email to the concerned representative for necessary resolution. 2. The institute has submitted a letter issued by the Directorate of Town & Country Planning, Punjab, vide Memo No. 659/CTP(Pb)/SP-432(MUKT) dated 10.02.2020, wherein it has been stated that the permission for change of land use for an Educational Institute (Degree College) in favour of Shri Satya Sai Educational Society (Guru College) at Village Karaiwala, Tehsil Malout, District Sri Muktsar Sahib has been considered at the Government level and the permission for change of land use has been granted, subject to the conditions stipulated therein. 3. The institute has submitted an undertaking dated 29.12.2025 stating that the revised building plan has been duly signed by the Regd. Architect (copy attached) and that the two newly constructed rooms are presently not in use. The institute has further undertaken to get the revised building plan approved from the competent authority and to submit the approved plan prior to making the said rooms operational. 4. The institute is complying with the conditions imposed during the last consent granted by the Board, and a point-wise compliance report has been submitted in annotated form. 5. The educational institute has developed a green belt of 5 m width along the boundary within its premises on the side facing the nearby air-polluting industry. Treated effluent is being disposed of onto land for plantation purposes, and green area has been developed over approximately 1 acre. 6. The educational institute has submitted an undertaking dated 29.12.2025 stating that, while applying for the Consent to Operate, details regarding fresh water consumption, wastewater generation, and disposal were inadvertently missed in the application form. It has further been stated that the institute has applied for operation for 200 persons (students including staff). As per standard norms, the fresh water requirement is 9 KLD and wastewater generation is 7.2 KLD. Two septic tanks have been provided for treatment of the domestic effluent generated within the premises, and adequate provisions have been made for disposal of the treated effluent onto land for plantation purposes. In view of the above, if approved, the educational institute may be granted Consent to Operate under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, subject to suitable conditions, please.
