The BKO was granted consent to operate for renewal under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTO/Renewal/HSP/2020/12161392 dated 14.02.2020 valid upto 30.09.2025 with induced draft technology with zigzag settings.
Thereafter, the BKO was granted Auto renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTO/Renewal/HSP/2025/29283821 dated 25.07.2025 valid upto 25.07.2030 with induced draft technology with zigzag settings.
Now the industry has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 with induced draft technology with zigzag settings through OCMMS.
The industry has submitted latest CA Certificate, manufacturing process, approved building plan, earlier granted consent to operate under Air Act, 1981.
The industry has deposited Rs. 64800/- vide UTR No. HDFCN52025082936799936 dated 29.08.2025 against the C.A certificate of Rs. 58.03 (in lakh). The fee deposited by the industry is adequate upto 30.06.2035.
The industry was visited by the AEE of this office on 29.12.2025 and contacted Sh. Hans Raj, (Munshi) and observed that:
1. The kiln was not in operation during visit.
2. The kiln has provided a induced draft technology with zig-zag firing and submitted completion certificate (PSCST/CC/800 dated 05.12.2018 certified from M/s Punjab State Council for Science & Technology, MGSIPA Complex, Institutional Area, Sector-26, Chandigarh.
3. The kiln has provided a ladder and a platform with the stack to facilitate emission sampling.
4. The brick kiln has not provided proper septic tank for the treatment of domestic effluent generated from the labor quarters and has provided various soakage pits.
5. The brick kiln has provided plantation along only one side boundary and remaining three sides are without plantation.
6. The kiln has stabilized the periphery road / movement area with Keri so as to suppress the dust emissions, generated during the vehicle movement. However, a lot of stagnant water was observed in the movement area.
7. The brick kiln has provided 02 no. borewells without installing water meters. Leakage of water was observed from 01 no. borewell, and water stagnation was observed in the surrounding area near the borewell.
8. The brick kiln has not provided paddy pellets for use alongwith coal as per the direction of the Punjab Govt.
From above, it is clear that the brick kiln is not complying with the various provisions of the Water Act, 1974 and Air Act, 1981 and code of practise prescribed for such units.
In view of above, it is recommended that the Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be refused after affording an opportunity of personal hearing.
