It is submitted that the industry was granted Consent to Operate under the orange category under the Water Act, 1974 vide no. CTOW/Fresh/LDH4/2023/20715404 dated 01.02.2023 and Air Act, 1981 vide no. CTOA/Fresh/LDH4/2023/2071516 dated 01.02.2023, which were valid upto 30.09.2025 for manufacturing ELECTRICAL TRANSFORMER @ 10 Number/Year, SERVO STABLIZER @ 35 Number and RECTIFIER @ 5 Number/Year and for Domestic effluent @ 0.65 KLD into sewer. Now the industry has applied for varied Consent to Operate under the green category as per new CPCB categorization under the Water Act, 1974 and Air Act, 1981 through OCMMS for manufacturing ELECTRICAL TRANSFORMER @ 20 Number/Year, SERVO STABLIZER @ 45 Number and RECTIFIER @ 10 Number/Year and for Domestic effluent @ 0.65 KLD into sewer. The industry has deposited CTO fee of amounting to Rs. 42920/- vide R.no. 957456966 dated 07.11.2025 under the Water Act, 1974 and Rs. 44320/- vide R.no. 367432941 dated 07.11.2025 under the Air Act, 1974, which is valid upto 30.09.2035 (after deducting late penalty fee and NOC fee) against the gross fixed assets of Rs. 95.71 Lacs and Plant & Machinery of Rs. 28.96 Lacs as per CA certificate dated 18.09.2025. To verify the facts, the industry was visited by the under signed on 22.12.2025 and it was observed as under: - 1. The industry is a small-scale unit and engaged in assembling of Transformers, Servo Stabilizers and rectifiers. 2. The manufacturing process of the industry is: Raw Material Winding Core assembly Fitting & Assembly Tank Fabrication Painting Testing Dispatch. 3. The industry has installed the one no. spray painting booth and 01 no. powder coating booth with air curtain as APCD which is provided with adequate stack height. 4. The industry has also installed 02 no. electricity operated baking oven. 5. The industry has installed one D.G. set of capacity 25 KVA, which is with canopy and having adequate stack height. 6. No trade effluent is generated by the industry and the domestic effluent is discharged into sewer. 7. The industry has submitted copy of land use classification issued from STP, Ludhiana vide letter no. 526 dated 04.12.2025 and as per CLU the site falls in industrial zone as per Master Plan of Ludhiana. The site is suitable for such type of industry. As such the industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981. Keeping in view of above it is recommended that varied consent to operate under the Water Act, 1974 and Air Act, 1981 to the industry upto 30.06.2030 with suitable conditions as per policy of the Board. |
