It is submitted that the industry was granted Consent to establish of the Board vide no. CTE/Fresh/BTI/2025/30022539 dated 08.10.2025, valid upto 07.10.2026 for the production of Plastic Body Cooler @ 350 Number/day by using PP Granules @ 5 Metric Tonnes/Day and Cooler motor/pump @ 100 Number/day, subject to certain conditions.
Now, the industry has applied for fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 for the production of Plastic Body Cooler @ 350 Number/day by using PP Granules @ 5 Metric Tonnes/Day and Cooler motor/pump @ 100 Number/day as raw material under the green category. The industry has deposited Rs. 42000/- vide R.no. 759892982 dated 23.12.2025 under Air Act, 1981 and Rs. 42000/- vide R. no. 651233613 dated 23.12.2025 under Water Act, 1974, which is adequate upto 31.12.2030 under green category.
The industry has submitted the CA certificate dated 11.12.2025, wherein, the value of total fixed assets of the unit is Rs. 340 lakhs
The industry has submitted Certificate of Incorporation mentioning 1. Lovleen Garg 2. Sahil Bhatia as the partners of the firm.
The industry has submitted letter from DTP, Bathinda vide no. 1530 dt. 26.09.2025 which is reproduce as under:
ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਪ੍ਰਤੀ ਬੇਨਤੀ ਰਾਹੀਂ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫ਼ਤਰ ਵਿਖੇ ਵਾਚਿਆ ਗਿਆ ਹੈ ਅਤੇ ਸਾਈਟ ਦਾ ਮੌਕਾ ਨਿਰੀਖਣ ਕਰਵਾਇਆ ਗਿਆ ਹੈ। ਮੌਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਬਠਿੰਡਾ-ਡੱਬਵਾਲੀ ਮੇਨ ਸੜਕ (ਐੱਨ.ਐੱਚ.-54) ਤੋਂ ਪਿੰਡ ਗਹਿਰੀ ਭਾਗੀ ਵੱਲ ਜਾਂਦੀ ਲਿੰਕ ਸੜਕ ਲਗਭਗ 202 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਸੱਜੇ ਹੱਥ ਪੈਂਦੀ ਹੈ। ਮੌਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਆਪ ਦੀ ਸਾਈਟ ਅੰਦਰ ਮੌਕੇ ਤੇ ਬਿਲਡਿੰਗ ਦੀ ਉਸਾਰੀ ਕੀਤੀ ਹੋਈ ਹੈ। ਪ੍ਰਾਪਤ ਨਾਇਬ ਤਹਿਸੀਲਦਾਰ ਸੰਗਤ ਦੀ ਤਸਦੀਕਸ਼ੁਦਾ ਰਿਪੋਰਟ ਮਿਤੀ 25-09-2025 ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਸੈਹਣੇ ਵਾਲਾ, ਹੱਦਬਸਤ ਨੰ:92, ਤਹਿ. ਬਠਿੰਡਾ (ਸੰਗਤ) ਜ਼ਿਲ੍ਹਾ ਬਠਿੰਡਾ ਖਸਰਾ ਨੰ. 755/1(5-2), 756/(3-1), 758/2/1 (1-2) ਅਤੇ 759 (8-5) ਕੁੱਲ ਰਕਬਾ 17 ਕਨਾਲ 10 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਕਿਸੇ ਵੀ ਨਗਰ ਨਿਗਮ/ਨਗਰ ਕੌਂਸਲ/ਨਗਰ ਪੰਚਾਇਤ ਦੀ ਹੱਦ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ ਬਠਿੰਡਾ ਦੇ ਤਜਵੀਜ਼ਤ ਇੰਡਸਟਰੀਅਲ ਜ਼ੋਨ ਅੰਦਰ ਪੈਂਦੀ ਹੈ।
The unit was visited by undersigned on 30.12.2025 and it was observed that-
1. The industry was ready to commission for the manufacturing of plastic body coolers.
2. The industry has installed 03 plastic injection molding machines inside the premises for the manufacturing of plastic bodies for electric coolers inside the premises.
3. The manufacturing process of the industry consists of:- Raw Material(fresh plastic granual Injection molding machineBodyassembling of electric motor Final product.
4. There is no source of air pollution inside the industry.
5. The industry has not install any DG or boiler inside the premises.
6. The industry is not generating any trade effluent from its process and it has installed septic tank for treatment of domestic effluent and treated domestic effluent discharged onto land for plantation in the industry premises along the boundaries.
From above it is clear that the industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981.
Keeping in view of above, it is recommended that consent to operate of the Board under the Water Act, 1974 and Air Act, 1981 for the operation of unit for the production of Plastic Body Cooler @ 350 Number/day by using PP Granules @ 5 Metric Tonnes/Day and Cooler motor/pump @ 100 Number/day for a period upto 31.12.2030 with suitable conditions and special conditions that :-
1. The industry shall comply with the Govt. of Punjab, Department of Local Government’s notification dt. 02.04.2025 w.r.t. prohibition of manufacturing, stocking, distribution, recycling, sale or use of plastic carry bag of thickness less than 120 microns.
2. The industry will not generate any effluent other than the domestic effluent without prior written permission of the Board.
3. The industry will not install any furnace / boiler etc. without prior written permission of the Board.
4. The industry shall ensure the compliance of the Plastic Waste Management Rules, 2016 and its amendments and will not engage in any activity related to manufacture, import, stocking, distribution, sale and usage of banned Single Use Plastic.
5. The industry will not engage in any activity regarding manufacturing, stocking, distribution, recycling or sale of plastic carry bags under any circumstances.
6. The industry shall obtain EPR registration under PWM rules 2016 and its subsequent amendments if applicable for it.
