File Note: It is submitted that the industry was granted ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH3/2025/29129976 dated 18/07/2025 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2025/29130594 dated 18/07/2025 both are valid upto 31/12/2025 for Shorting, Grading & Packing of Fresh Vegetable, Baby Corn, Chili 30 T/day with discharge of domestic effluent @ 12 KLD onto land for plantation after treatment through STP along with operation of 01 DG set of capacity @ 750 KVA. Now, the industry has now applied for obtaining ‘Consent to Operate’ under the Air (Prevention & Control of Pollution) Act, 1981 for Shorting, Grading & Packing of Fresh Vegetable, Baby Corn, Chili 30 T/day with discharge of domestic effluent @ 12 KLD onto land for plantation after treatment through STP. The industry has deposited Rs. 8000/- vide UTR No. 969122740 dated 19.05.2025 under Air (Prevention & Control of Pollution) Act, 1981 and Rs. 6400/- vide UTR No. 167614628 dated 10.12.2025, the fee is adequate upto 24.04.2027 under Air (Prevention & Control of Pollution) Act, 1981 The industry has submitted building plan approved by Director of Factories, PB dated 22.09.2008. The industry has submitted lease agreement made between M/s Punjab Agri Export Corporation Ltd and M/s Green Agrevolution Private Limited upto 15-12-2029. The industry was visited by the undersigned on 23.12.2025 and observations were as under:- 1. The industry is engaged in only packing of baby corn and chilies through mechanical process in a closed AC chamber. Agricultural farm of 300 acre land earlier taken on lease from M/s Punjab Land Development and Reclamation Corporation (PLDRC) has been handed over to PLDRC and is now under the possession of Punjab Agro Industrial Corporation (PAIC) and thus, the industry is not producing any vegetables/farm produce. 2. There is no generation of trade effluent and only domestic effluent is discharged by the industry. 3. The industry has installed STP of capacity 12 KLD for the treatment of domestic effluent generated from its premises and treated domestic effluent was being discharged onto land for plantation. 4. The industry has installed mechanical flow meter at outlet to STP and has also installed separate energy meter with STP. The industry is properly maintaining the record regarding operation of STP. Average discharge from the outlet of STP is in the range of 2-3 KLD. 5. The industry has developed green area of 1.5 acres and condition of green area was found good. 6. There are 30 employees working in the industry. 7. The industry has constructed 02 no pits of size 30 ft x 15 ft x 07 ft each for handling/ processing of bio-degradable agro waste generated by it. Processed waste residue is used as manure in fields by the industry. 8. The industry has installed one DG set of 750 KVA with canopy and adequate stack height. Keeping in view of the above, it is recommended that ‘Consent to Operate’ under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.12.2026 for Shorting, Grading & Packing of Fresh Vegetable, Baby Corn, Chili 30 T/day with operation of 01 DG set of capacity @ 750 KVA with canopy with suitable conditions.
