It is submitted that the industry is a small scale red category unit and had obtained auto renewed 'Consent to Operate' under Water Act, 1974 and Air Act, 1981 both dated 28/05/2024 both valid upto 28/05/2029.
Earlier, the industry was visited by officer of the Board on 25.09.2025 and found non-complying. Accordingly, 'Consent to Operate' under Water Act, 1974 was revoked dated 12.11.2025 and directions u/s 33-A of Water Act, 1974 dated 12.11.2025 for disconnection of electric connection of the industry.
In compliance, PSPCL authorities has disconnected the electric supply of the unit vide TDCO no. 90 dated 17/11/2025.
Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974.
The industry was visited by RO on 09.12.2025 and found it complying with the provisions of the Water Act, 1974. The site of the industry falls in Industrial zone as per Master Plan of Ludhiana. The industry has submitted building plan prepared by approved Architect from Director of Factories, Punjab.
In view of the above, may if approved :
1. The industry may be imposed environmental compensation amounting to Rs 1.0 Lakh being a small scale unit as approved by the Competent Authority in the case M/s Kalsi Sons Fabricators.
2. 'Consent to Operate' under Water Act, 1974 may be granted upto 30/06/2029 (adequacy of fee and in light of office memorandum no. 428 dated 23.09.2025).
3. The PSPCL authorities may be directed to restore the electric connection available with the industry, permanently.
4. The regional office may be allowed to de-seal the machinery, please.
