It is submitted that the industry is a small scale green category cold storage unit. Earlier, the industry was granted ‘Consent to Establish’ (NOC) vide no. CTE/Fresh/LDH2/2024/24826328 dated 20.02.2024, valid upto 19.02.2025 for storage of POTATO & VEGETABLES & FRUITS @ 4990 MTA.
[ Now, the industry has applied for fresh consent to operate under Water Act, 1974 and Air Act, 1981 alongwith documents through OCMMS under green category. The industry has submitted C.A certificate dated 08.11.2025 with the total cost of fixed assets of Rs 468.14 Laks. The industry has deposited Rs 65100/- vide online receipt no. 576628031 dated 08.11.2025 under Air Act, 1981 and Rs 73500/- (Rs 65100/- under Water Act, 1974 + Rs 8400/- NOC regularization fee) vide online receipt no. 190639779 dated 08.11.2025 under Water Act, 1974, which is adequate upto 31.12.2032.
Accordingly, the industry was visited by officers of this office on 22.12.2025 and it was observed as under :-
1. The industry is a cold store which was not in operation during the visit.
2. The industry has installed all the machinery as per NOC granted to it. During visit no storage material was observed.
2. The industry has provided septic tank for disposal of domestic effluent and further being discharged onto land for plantation.
3. The industry has provided recirculation system of cooling water.
4. The industry has installed 01 D.G set of 180 KVA capacity fitted with canopy and with adequate stack height.
5. The industry has already submitted DTP certificate at the time of granted NOC vide no. 205 DTP(L)/-M2A dated 22.01.2024 the site of the project falls in ਮਿਕਸ ਲੈਂਡ ਯੂਜ਼ ਅਲਾਂਗ ਰੋਡ ਫਰੰਟ ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਵਿੱਚ ਮਕਾਨ ਉਸਾਰੀ ਅਤੇ ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਵਿਭਾਗ ਦੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ:PS/PSHUD 206, dated 12-11-2021 ਅਨੁਸਾਰ ਔਰੇਂਜ ਕੈਟਾਗਰੀ ਆਗਿਆਯੋਗ ਹੈ।.
6 The industry has submitted approved building plan from the Architect approved by Director of Factories, Punjab.
7. The industry has submitted copy of lease deed which is valid upto 19.02.2039.
In view of the above, may if approved, the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry under green category upto 31.12.2032 with usual conditions and special condition that:-
1. The industry shall not install any other process and expand capacity without the prior permission of the Board.
2. The industry shall comply with the provisions of Master Plan, Samrala as well as conditions of DTP certificate vide no. 205 DTP(L)/-M2A dated 22.01.2024 issued to the industry.
