It is submitted that the Project proponent was granted Consent to establish of the Board vide no. CTE/Fresh/BTI/2024/26681288 dated 24.09.2024, valid upto 23.09.2025 for Development of Commercial colony in the name of 'Elite City Square' having 97 no. Commercial Shops & 12 no. Booths for disposal of Domestic effluent @ 64 KL/day land for plantation to be developed under karnal technology in a land area of 0.25 acres (located outside its premises) and to be re-utilized for flushing purposes by providing dual plumbing line.
Now, the Project proponent has applied for Expansion in Consent to establish under the Water Act, 1974 & the Air Act, 1981 for Development of Commercial colony in the name of 'Elite City Square' having 99 no. Commercial Shops & 12 no. Booths for disposal of Domestic effluent @ 70.5 KL/day land for plantation to be developed under karnal technology in a land area of 0.25 acres (located outside its premises) and to be re-utilized for flushing purposes by providing dual plumbing line. The project proponent has already deposited the NOC fees of Rs. 21,600/- vide UTR No. 190779561 dated 2.9.2024 which is adequate upto 30.09.2027
The PP has submitted copy of the revised approved layout plan by Senior Town Planner, Bathinda vide no. 976 STP(B)/CL-BTI dt. 25.07.2025 as per which 99 no. Commercial Shops & 12 no. will be developed in the 6.546 Acres.
The PP has submitted Feasibility report mentioning generation of domestic effluent @ 70.5 KLD and has proposed to install STP of capacity 100 KLD having components a) a bar screen b) a collection tank c) activated sludge process (an aeration tank followed by extended aeration based aeration tank) d) Clarifier tube settler based e) Multimedia filter f) sludge drying beds for the treatment of domestic effluent, which is adequate in principle.
The project proponent has proposed to utilize part of the treated effluent i.e. 55.5 KLD for will be reused in toilet flushing tanks via dual plumbing system and remaining treated effluent @ 15 KLD is proposed to be used for Karnal Technology to be developed in nearly 0.25 acres @ nearly 100 KL/D/acre adjoining the project in our own land. The plantation area is situated near colony.
The project proponent has proposed to install 1 mechanical composters for the in-house management of wet waste and has proposed to lift dry waste to the authorized vender of MC.
The site of the PP was visited by AEE of this office on 30.12.2025 and it was observed as under:
1. PP has started construction of the project as sewer network has been laid and construction of some SCOs have also been started.
2. The PP has also installed STP inside the premises for the treatment of domestic effluent.
3. As per the approved layout plan, the shops no. 41-47, 50-56 and 1-12 booth have been proposed as G+0 shops and the shops no. 1-40, 48-49, 57-99 have been proposed as G+1 shops. The built-up area as per layout plan is 17420.34 sqmt which is less than 20,000 sqmt as such the case is not considered under EIA notification 2006.
4. There is no air pollution industry in 100-meter radius, MAH within 250-meter radius of the proposed colony. Hence, site of the colony is suitable for the establishment and proposal submitted by the project proponent is adequate as per the Water Act, 1974 & Air Act, 1981.
Keeping in view of above it is recommended that the consent to establish/NOC for Development of Commercial colony in the name of 'Elite City Square' having 99 no. Commercial Shops & 12 no. Booths for disposal of Domestic effluent @ 70.5 KL/day land for plantation to be developed under karnal technology in a land area of 0.25 acres (located outside its premises) and to be re-utilized for flushing purposes by providing dual plumbing line may be granted to the project proponent for the period of one year, with suitable conditions and special condition that the PP is bound to abide by the provisions of Master Plan.
