The Regional office in response to the query has mentioned that the industry is yet to install the secondary emission control system. Further, the industry has only replaced its existing Induction Furnace's crucible; however, there is no addition or modification in the existing building. As such, there is no requirement to obtain the revised building plan. Any change / enhancement in capacity of machinery invites the revision of Building Plan for which a condition is required to be imposed that the industry shall either get a clarification from Deptt. of Factories regarding no need for revision of building plan on change of machinery or shall obtain the revised approved building plan before 31.03.2026 as the same is mandatory document as per Govt of Punjab notification dated 02.03.2022 while issuing consents to operate to the unit.
In light of the above report/ recommendation, if approved, the varied consent to operate under provisions of the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Steel Ingots/ Concast Billets (CCM Unit) @ 140 MTD by using Melting Scrap @ 154 MTD as raw material may be granted to the industry upto 31.03.2026 (non-installation of secondary emission control system) with general conditions and additional conditions and following additional conditions that:
1. The industry shall either get a clarification from Deptt. of Factories regarding no need for revision of building plan on change of machinery or shall obtain the revised approved building plan before 31.03.2026.
2. The industry is bound to comply with stipulations as mentioned in PPCB office order no. 450 dated 08/10/2025 regarding installation of secondary emission control system by the induction furnaces i.e. the industry shall adopt any of the following available technologies on or before 30.09.2026 for the control of secondary emissions: i. Dog house emission containment system ii. Canopy hood containment System. iii. Roof top containment System.
3. The industry shall obtain a design for retro fitting in its existing unit from PSCST, Chandigarh for the adoption of any one of the technologies mentioned condition No. 2.
