It is intimated that the project proponent was earlier granted partial ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2025/27298136 dated 22/01/2025 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2025/27298584 dated 22/01/2025, both having validity upto 30/06/2025 for residential Group Housing project for operation of 780 Flats, subject to certain condition as mentioned therein.
The promoter company was also granted environmental clearance under EIA notification dated 14.9.2006 vide no. EC24B3812PB5152989A dated 23.05.2024 for the construction of 1266 flats having built up area of 191505.81 sq.m.

Thereafter, the project proponent has submitted application for ToR (Category A, B1, and B2 Violation)/EC (Category B2) - Form 1S/W No.: SW/254691/2025 on Parviesh Portal and has attached request letter with application on Parivesh Portal which is reproduced as under:
“It is submitted that our Group-housing project namely “SAVITRY GREENS” being developed/constructed by M/s. V.N. Sharma Builders Pvt. Ltd. was granted EC under EIA notification By SEIAA Punjab vide letter no. SEIAA/MS/2013/3034 dated 28-10-2013 for construction of 1266 flats (1150 main dwelling units, 116 EWS flats) and 46 shops, having built up area of 1,67,062.95 sqm, and the project area was 77,244.42 sqm. The Validity of this EC was extended by SEIAA Punjab upto 23.05.2024 vide letter no. SEIAA/MS./2021/4023 dated 4.05.2021. There were some changes in the project proposal, as such, the amendment in the EC was done by SEIAA Punjab vide letter no. EC24B3812PB5152989A dated 23.05.2024.
In the letter vide which above amendments were done in the EC, the SEIAA Punjab mentioned that in order to carry out the construction activity in the project., The project proponent required to get the fresh EC as the previous EC granted had expired on 23.05.2024. It is worthwhile to mention here that the EC was valid upto 23.05.2024 and no construction has been done after the expiry of the EC.
Accordingly, now the PP is hereby submitting application for obtaining afresh EC under EIA Notification. There is no change in the project proposal/configuration of the project and the details of the project area same for which amendment in the EC was granted by SEIAA Punjab” (Copy attached)
The project proponent has obtained ToR vide no. TO25B3813PB5442988 dated 18.08.2025 for Residential Group Housing Complex namely "Savitry Greens" by M/s V.N Sharma Builders Pvt. Ltd. located at Village Bishanpura, Near Zirakpur, Tehsil Dera Bassi, District SAS Nagar, Punjab.
Now, the project proponent has applied renewal ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, along with requisite document.
As per record of this office, the consent fee valid till 31.12.2026. Now the project proponent has deposited of Rs. 216000/- vide R. no. 456638185 dated 07.07.2025 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 216000/- vide R. no. 112448263 dated 07.07.2025 under the Air (Prevention & Control of Pollution) Act, 1981, which is valid till 30.06.2027, against the total fixed assets of the project proponent Rs. 193 cr.
The site was visited by undersigned on 16.12.2025 and during visit it was observed as under:
1. The promoter company has constructed towers having configuration of G+12.
2. The promoter company has also constructed the STP of 1 MLD capacity based on aerobic biological technology which was in operation. The project proponent has submitted record during visit is reproduced as under:

From the record maintained at the inlet of STP for the month of August & September 2025, the incoming volume is more than the treatment capacity i.e.1 MLD of STP and consented quantity of wastewater generation. Thereafter, no record has been maintained. From the record maintained at the outlet of STP for the month of August-September 2025, very less quantity of wastewater is being treated in STP compared to quantity of wastewater generated. The quantity of wastewater treated in the STP in all months is more than the consented discharge. As such, the disposal arrangements made are inadequate. No separate meter has been provided at the dual plumbing, sewerage and plantation line to check the quantity being discharged in various line.
3. The promoter company has constructed 4 no. rain water harvesting pits for recharging of ground water.
4. The promoter company has installed mechanical composter of capacity 500 kg/day for composting of biodegradable waste. However, the same was found not in operational condition during the visit. No wet waste/ compost was found near the composter.
5. The promoter company has provided two no. of DG sets of capacity 500 KVA each, which are equipped with canopy and stack of adequate height.
In view of above, it is recommended that the consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused, please.
