It is submitted that the industry is a small scale orange category unit and has applied for obtaining NOC/Consent to Establish of the Board from the pollution angle under the Water Act, 1974 and the Air Act, 1981 under orange category i.e. 152.2 Plastic waste processing (manufacturing of flakes/granules).
Proposal:-
The industry has proposed to establish a unit for manufacturing of Granules @ 5.0 T/day by using Plastic Scrap @ 5.0 T/day as raw material and having domestic waste water generation @ 0.4 KLD, no generation of trade effluent.
Fee Details:-
The industry has deposited consent fee of Rs. 6100/- (Rs. 5600/- as NOC fee + Rs. 500/- as application form fee) vide R. No. 812831381 dated 10.11.2025, against the proposed value of project of Rs. 94.00 lacs as per brief project report, which is adequate for one year.
DTP Certificate:-
The industry has submitted DTP certificate issued vide no. 1459 dated 28.10.2025 and same is reproduced below:-
“ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਤੇ ਹਵਾਲੇ ਦੇ ਸਬੰਧ ਵਿੱਚ ਸੂਚਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਵਿਸ਼ੇ ਤਹਿਤ ਸਾਈਟ ਸੰਗਰੂਰ-ਪਟਿਆਲਾ ਸੜਕ ਤੋਂ ਪਿੰਡ ਭਿੰਡਰਾਂ ਨੂੰ ਜਾਂਦੀ ਲਿੰਕ ਸੜਕ ਉੱਪਰ 665 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਸੜਕ ਦੇ ਖੱਬੇ ਹੱਥ ਸਥਿਤ ਹੈ। ਨੱਥੀ ਰੈਵੇਨਿਊ ਰਿਕਾਰਡ ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਭਿੰਡਰਾਂ (ਹ.ਬ.ਨੰ:33) ਦੇ ਖਸਰਾ ਨੰ. 29//12/1, 13/1 ਵਿੱਚੋਂ ਕੁੱਲ ਰਕਬਾ 0 ਬਿੱਘੇ 9 ਵਿਸਵੇ 13 ਬਿਸਵਾਸੀਆ ਪੁਖਤਾ (0.301 ਏਕੜ) ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਆਪ ਵੱਲੋਂ ਸਾਈਟ ਵਿੱਚ Manufactures of Plastic Granules (Orange Category) ਦੀ ਫੈਕਟਰੀ ਸਥਾਪਿਤ ਕੀਤੀ ਹੋਈ ਹੈ।
ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ ਸੰਗਰੂਰ ਦੇ ਖੇਤੀਬਾੜੀ ਖੇਤਰ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅਦੰਰ ਕਿਸੇ ਨਗਰ ਕੌਂਸਲ ਦੀ ਹੱਦ, ਪਿੰਡ ਦੀ ਫਿਰਨੀ/ਲਾਲ ਲਕੀਰ, 15 ਪੱਕੇ ਮਕਾਨ ਅਤੇ 250 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ 50 ਪੱਕੇ ਮਕਾਨ ਨਹੀਂ ਪੈਂਦੇ ਹਨ। ਇਸ ਲਈ ਅਮੈਡੰਡ ਜੋਨਿੰਗ ਰੈਗੂਲੇਸ਼ਨਜ-ਮਿਤੀ 24.09.2021 ਅਨੁਸਾਰ ਸਾਈਟ ਵਿੱਚ ਵਿਸ਼ੇ ਤਹਿਤ ਐਕਟੀਵਿਟੀ ਖੇਤੀਬਾੜੀ ਖੇਤਰ ਵਿੱਚ ਇਸ ਸ਼ਰਤ ਤੇ ਆਗਿਆਯੋਗ ਹੈ ਕਿ ਸਾਈਟ ਦਾ ਘੱਟੋਂ-ਘੱਟ ਰਕਬਾ 0.5 ਏਕੜ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਸਾਈਟ ਨੂੰ ਲਗਦੀ ਸੜਕ ਦੀ ਚੌੜਾਈ 33 ਫੁੱਟ ਹੈ, ਜਿਸਨੂੰ ਵਿਭਾਗੀ ਨਿਯਮਾ ਅਨੁਸਾਰ 60 ਫੁੱਟ ਚੌੜਾ ਕਰਨ ਹਿੱਤ ਸੜਕ ਦੇ ਸੈਂਟਰ ਤੋਂ 30 ਫੁੱਟ ਤੱਕ ਜਗ੍ਹਾ ਰੋਡ-ਵਾਈਡਨਿੰਗ ਹਿੱਤ ਖਾਲੀ ਛੱਡਣੀ ਬਣਦੀ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਸਾਈਟ ਦੀ ਉੱਤਰੀ ਬਾਹੀ ਦਾ ਨਾਲ ਇੱਕ 16.5 ਫੁੱਟ ਚੌੜਾ ਹੋਰ ਰਸਤਾ ਵੀ ਲਗਦਾ ਹੈ ਜਿਸਨੂੰ ਵਿਭਾਗੀ ਨਿਯਮਾ ਅਨੁਸਾਰ 40 ਫੁੱਟ ਚੌੜਾ ਕਰਨ ਹਿੱਤ ਸਾਈਟ ਵਿੱਚੋਂ ਕੁੱਲ ਰੋਡ-ਵਾਈਡਨਿੰਗ (2316") ਦੀ ਜਗ੍ਹਾ ਖਾਲੀ ਛੱਡਣੀ ਬਣਦੀ ਹੈ, ਕਿਉਂਕਿ ਇਸ ਰਸਤੇ ਦੇ ਦੂਸਰੇ ਪਾਸੇ ਰਜਵਾਹਾ ਲਗਦਾ ਹੈ। ਮੌਕੇ ਉੱਪਰ ਰੋਡ ਵਾਈਡਨਿੰਗ ਦੀ ਜਗ੍ਹਾ ਵਿੱਚ ਉਸਾਰੀ ਕੀਤੀ ਹੋਈ ਹੈ।
ਸਾਈਟ ਦੇ ਟਾਈਟਲ ਆੱਫ ਲੈਂਡ/ਮਾਲਕੀ ਅਤੇ ਖਸਰਾ ਵਾਈਜ ਕਬਜੇ ਸਬੰਧੀ ਜਿੰਮੇਵਾਰੀ ਆਪ ਦੀ ਹੋਵੇਗੀ। ਸਾਈਟ ਵਿੱਚ ਉਸਾਰੀ ਕੀਤੀ ਹੋਈ ਹੈ । ਇਸ ਲਈ ਸਾਈਟ ਦੇ ਘੱਟੋ-ਘੱਟ ਰਕਬੇ ਦੀ ਪੂਰਤੀ ਕਰਦੇ ਹੋਏ ਇਸਦਾ ਸੀ.ਐਲ.ਯੂ ਅਤੇ ਬਿਲਡਿੰਗ ਪਲੈਨ ਕੰਪਾਉਡਿੰਗ ਪਾਲਿਸੀ ਅਧੀਨ ਸਮਰੱਥ ਅਧਿਕਾਰੀ ਪਾਸੋਂ ਪ੍ਰਵਾਨ ਕਰਵਾਉਣਾ ਬਣਦਾ ਹੈ। ਕੰਪਾਊਂਡਿੰਗ ਪਾਲਿਸੀ ਅਧੀਨ ਅਪਲਾਈ ਕਰਨ ਦੀ ਆਖਰੀ ਮਿਤੀ 31.12.2025 ਹੈ। ਇਹ ਪੱਤਰ ਕੇਵਲ ਲੈਂਡਯੂਜ ਕਲਾਸੀਫਿਕੇਸ਼ਨ ਸਬੰਧੀ ਹੈ।"
Revenue Report:-
The industry has submitted revenue report issued by Tehsildar, Sangrur vide dated 16.10.2025 as per which there is no 15 pucca houses, MC limit and village lal lakir/phirni within 100 mtr of the site.
Other Documents:-
The industry has also submitted project report, aks latha, registry of land and manufacturing process along with the application form.
Visit:-
To verify the facts, the site of the industry was visited by the undersigned on 30.12.2025 and it was observed as under:-
1. The site of the industry is located at Village Bhindran, Tehsil And District Sangrur.
2. There is no lal lakir/phirni of village, 15 pucca houses and MC limit within 100 mtr radius from the site. Also, there is no high tension wire passes over the site.
3. The industry has proposed to establish a unit for manufacturing of Granules by using Plastic Scrap.
4. The industry will use 5 KLD of fresh water for washing of granules. Further, the entire wastewater will be recirculated back into process after treated through ETP. Hence, no trade effluent will be generated from the process.
5. Domestic effluent @ 0.4 KLD will be disposed off onto land for plantation after passing through septic tank.
6. The industry has not proposed to install any D.G set or any other air polluting device in its premises.
From above, it is clear that the industry is complying with the provisions of the Water Act, 1974 & the Air Act, 1981 and site is suitable for establishment of such unit.
Recommendations:-
Keeping in view of above, it is recommended that the industry may be granted Consent to Establish of the Board from the pollution angle under the Water Act, 1974 and the Air Act, 1981 for one year for establishment of unit for manufacturing of Granules @ 5.0 T/day by using Plastic Scrap @ 5.0 T/day as raw material with suitable conditions as per Policy of the Board.
