It is submitted that the industry is a small scale green category unit. Earlier, the industry was granted NOC/Consent to Establish under the Water Act, 1974 and the Air Act, 1981 vide no. CTE/Fresh/SGR/2024/26898466 dated 18.09.2024 valid upto 17.09.2025 to establish a unit for manufacturing of PVC Garden and Rigid Pipes @ 3.0 T/day by using PVC Resin, Calcium Carbonate and Chemicals @ 3.0 T/day as raw material at Bagrian Road, Village Bardwal, Tehsil Dhuri, District Sangrur, under green category i.e 3032-Polythene and plastic manufacturing (virgin plastic) Processed products and having domestic waste water generation @ 0.6 KLD (discharged onto land for plantation after passing through septic tank) and no generation of trade effluent.
Proposal:-
Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 for the same production i.e. manufacturing of PVC Garden and Rigid Pipes @ 3.0 T/day by using PVC Resin, Calcium Carbonate and Chemicals @ 3.0 T/day as raw material.
Fee Details:-
The industry has deposited consent fee of Rs. 34,240/- (Rs. 33,600/- as consent fee + Rs. 640/- as penalty fee) vide R. No. 261078449 dated 24.12.2025 under the Water Act, 1974 and Rs. 34,240/- (Rs. 33,600/- as consent fee + Rs. 640/- as penalty fee) vide R. No. 328393360 dated 24.12.2025 under the Air Act, 1981, against the value of project of Rs. 169.60 lacs as per CA certificate dated 10.12.2025. The consent fee deposited by the industry is adequate upto 31.12.2030 (after deducting penalty fee) under the both acts.
Commissioning Proof:-
The industry has submitted electricity bill as the proof of date of commissioning, as per which the industry was commissioned on 30.09.2025.
Site Plan:-
The industry has submitted approved site plan duly signed by Competent Person approved under Factory Act, 1948.
Requisite Documents:-
The industry has also submitted compliance report of previously granted NOC/Consent to Establish along with the application form.
Visit:-
To verify the facts, the site of the industry was visited by the undersigned on 30.12.2025 and it was observed as under:-
1. The site of the industry is located at Bagrian Road, Village Bardwal, Tehsil Dhuri, District Sangrur.
2. The industry was not in operation during visit.
3. The civil work has been completed and machinery has been installed at the site. The industry is ready to operate.
4. No trade effluent is being generated from the process. Domestic effluent @ 0.6 KLD is being disposed off onto land for plantation after passing through septic tank.
5. The industry has developed plantation area along the boundary wall for discharge of treated domestic effluent.
6. The industry has installed 01 no. D.G set of capacity 82 KVA with canopy and stack of adequate height.
From above, it is clear that the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981.
Recommendations:-
Keeping in view of above, it is recommended that the industry may be granted Consent to Operate under the Water Act, 1974 and the Air Act, 1981 upto 31.12.2030 for manufacturing of PVC Garden and Rigid Pipes @ 3.0 T/day by using PVC Resin, Calcium Carbonate and Chemicals @ 3.0 T/day as raw material with suitable conditions as per Policy of the Board.
