It is submitted that the industry is a small scale green category unit and has applied for obtaining NOC/Consent to Establish of the Board from the pollution angle under the Water Act, 1974 and the Air Act, 1981 under green category i.e. 56.2 Wastewater generation < 10 KLD (without boiler).
Proposal:-
The industry has proposed to establish a unit for manufacturing of 3d Snack Pellets/Papad @ 5.0 T/day by using Maida @ 5.0 T/day as raw material and having domestic waste water generation @ 0.6 KLD, no generation of trade effluent and no hazardous waste generation.
Fee Details:-
The industry has deposited consent fee of Rs. 8400/- vide R. No. 466558258 dated 02.12.2025, against the proposed value of project of Rs. 440.0 lacs as per brief project report, which is adequate for one year.
DTP Certificate:-
The industry has submitted DTP certificate issued vide no. 1315 dated 03.10.2025 and same is reproduced below:-
“ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਤਹਿਤ ਪ੍ਰਾਪਤ ਕੇਸ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿੱਚ ਵਾਚਿਆ ਗਿਆ ਅਤੇ ਮੌਕਾ ਰਿਪੋਰਟ ਕਰਵਾਈ ਗਈ, ਜਿਸ ਅਨੁਸਾਰ ਸਾਈਟ ਲਹਿਰਾਗਾਗਾ-ਜਾਖਲ ਸੜਕ (NIH-14883) ਤੋਂ ਪਿੰਡ ਕੋਟੜਾ ਲਹਿਲ ਨੂੰ ਜਾਂਦੀ ਸੜਕ ਉੱਪਰ ਲਗਭਗ 225 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਖੱਬੇ ਹੱਥ ਸਥਿਤ ਹੈ। ਅਪਲੋਡ ਦਸਤਾਵੇਜ਼ਾਂ ਅਤੇ ਰੈਵੇਨਿਊ ਰਿਕਾਰਡ ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਲਹਿਰਾ (ਹ.ਬ. ਨੰ. 66) ਦੇ ਖਸਰਾ ਨੰ: 114//11 (3-16), 12 (8-0), ਕੁੱਲ ਰਕਬਾ 11 ਕਨਾਲ 16 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਖੇਤਰ ਲਹਿਰਾਗਾਗਾ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲੈਨ ਅਜੇ ਤਿਆਰ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਸਾਈਟ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕਿਸੇ ਨਗਰ ਕੌਂਸਲ/ਨਗਰ ਪੰਚਾਇਤ ਦੀ ਹੱਦ, ਕਿਸੇ ਪਿੰਡ ਦੀ ਫਿਰਨੀ/ਲਾਲ ਲਕੀਰ ਅਤੇ 15 ਪੱਕੇ ਘਰ ਨਹੀਂ ਪੈਂਦੇ ਹਨ। ਪ੍ਰਾਰਥੀ ਵੱਲੋਂ ਸਾਈਟ ਵਿਚ Manufacturing Of Food Products 3 D Pellet And Pappad ਦਾ ਯੂਨਿਟ ਸਥਾਪਿਤ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਡਾਇਰੈਕਟਰ ਨਗਰ ਅਤੇ ਗਰਾਮ ਯੋਜਨਾਬੰਦੀ ਵਿਭਾਗ ਪੰਜਾਬ ਜੀ ਦੇ ਪੱਤਰ ਨੰ. 2180-2283 ਸੀਟੀਪੀ(ਪਬ)/ਐਸ.ਪੀ.432 (Gen) ਮਿਤੀ 14.06.2023 ਅਨੁਸਾਰ ਸਾਈਟ ਵਿੱਚ ਉਕਤ ਐਕਟੀਵਿਟੀ ਇਸ ਸ਼ਰਤ ਤੇ ਆਗਿਆਯੋਗ ਹੈ ਕਿ "The applicant shall be liable to abide by the provisions of master plan and shall also be bound to follow the provisions of Section 79 alongwith other provisions of PRTPD Act 1995, in case the site fall in non confirming land use zone after the notification of Master Plan and no claim shall be demanded by the applicant from the department."
ਸਾਈਟ ਅੱਗੇ ਲੱਗਦੀ ਸੜਕ ਦੀ ਚੌੜਾਈ 33 ਫੁੱਟ ਹੈ, ਜਿਸ ਨੂੰ ਵਿਭਾਗੀ ਨਿਯਮਾਂ ਅਨੁਸਾਰ 60 ਫੁੱਟ ਚੌੜਾ ਕਰਨ ਹਿੱਤ ਸੜਕ ਦੇ ਸੈਂਟਰ ਤੋਂ 30 ਫੁੱਟ ਤੱਕ ਜਗ੍ਹਾ ਰੋਡ ਵਾਈਡਨਿੰਗ ਲਈ ਖਾਲੀ ਛੱਡਣੀ ਬਣਦੀ ਹੈ। ਸਾਈਟ ਮੌਕੇ ਉਪਰ ਖਾਲੀ ਹੈ ਅਤੇ ਵਿਭਾਗ ਦੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਮਿਤੀ 04.06.2025 ਅਨੁਸਾਰ ਪੋਟੈਂਸੀਅਲ ਜੋਨ 6 (51) ਉੱਪਰ ਪੈਂਦੀ ਹੈ।"
Partnership deed:-
The industry has submitted partnership deed executed on 22.05.2025, as per which there are 04 no. partners namely, Sh. Rajesh Kumar s/o Sh. Faqir Chand, Sh. Naresh Kumar Singla S/o Sh. Faqir Chand, Sh. Ishant Bansal S/o Sh. Sanjeev Kumar and Sh. Piyush Bansal S/o Sh. Rajiv Bansal.
RTB Certificate:-
The industry has submitted RTB certificate issued by DC, Sangrur vide application no. 2509151567 dated 17.10.2025 valid upto 16.04.2029.
Other Requisite Documents:-
The industry has also submitted proposed site plan, registered lease deed, aks latha and project report along with the application form.
Visit:-
To verify the facts, the site of the industry was visited by the undersigned on 30.12.2025 and it was observed as under:-
1. The site of the industry is located at Kotra Road, Lehragaga, District Sangrur.
2. There is no lal lakir/phirni of village, 15 pucca houses and MC limit within 100 mtr radius from the site. Also, there is no high tension electric wire passing over the site.
3. The industry has proposed to establish a unit for manufacturing of 3d Snack Pellets/Papad by using Maida.
4. No trade effluent will be generated from the process. Domestic effluent @ 0.6 KLD will be disposed off onto land for plantation after passing through septic tank.
5. The industry has proposed to install 01 no. D.G set of capacity 125 KVA equipped with canopy and stack of adequate height.
From above, it is clear that the industry is complying with the provisions of the Water Act, 1974 & the Air Act, 1981 and site is suitable for establishment of such unit.
Recommendations:-
Keeping in view of above, it is recommended that the industry may be granted Consent to Establish of the Board from the pollution angle under the Water Act, 1974 and the Air Act, 1981 for one year for establishment of a unit for for manufacturing of 3d Snack Pellets/Papad @ 5.0 T/day by using Maida @ 5.0 TPH as raw material with suitable conditions as per Policy of the Board.
