File Note: Violations: It is submitted that a complaint was received through PGRS Portal made by Sh. Vishal Aggarwal, resident of Haridas colony, Tehsil Nabha was received in this office, wherein the complainant has mentioned that illegal saw mill is being operated & causing nuisance in the vicinity of their locality/residential area. It is pertinent to mention here that the entity was issued Show Cause Notice vide letter no. 1076 dated 12.03.2025 for violations of the provisions of the Water (Prevention Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. Thereafter, the entity has submitted the reply, which was not satisfactory. Further, the industry was again visited by the officer of the Board on 26.08.2025 and contacted Sh. Gurdeep Singh (99881-63034), owner of the industry. During visit, it was observed as under: 1. The industry is engaged in manufacturing of many types of modular furniture items by using wood as raw material and was found in operation during visit. 2. The unit has installed 03 number of Bandsaw machines used for wood working purpose. 3. The unit is also carrying out varnishing and polishing of wooden items using spray gun within its premises and provided separate booth equipped without APCD to contain fugitive emissions. 4. The unit was established near residential area. 5. The unit has provided septic tank for disposal of domestic effluent. 6. The unit has provided DG set with capacity of 50 KVA for its operation. However, DG set cover with canopy but height of stack is in-adequate. 7. The unit has operated its operation without obtaining Consent to Establish/Consent to operate of the board. From above, it is clear that the industry is violating the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as failed to obtain 'Consents to Operate' under the provisions of the Water Act, 1974 and the Air Act, 1981. Accordingly, show cause notice was issued to the industry by this office vide letter no. 3081 dated 01.09.2025 for violations of the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 along with an opportunity of personal hearing before the Environmental Engineer, Regional Office, Patiala on 11.09.2025, wherein, it was decided as under: 1. The industry shall apply for obtaining fresh consent to operate under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 alongwith requisite documents and consent fee within 15 days. 2. The industry shall submit the land use classification of the site, clearly indicating whether the activities of the unit are permissible in the zone or not. 3. The industry shall not carry out any activity in the premises until it has not obtained consent to operate under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 from the Board. 4. It was made clear to the industry that if the unit fails to comply with the above said decisions, further action under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 will be initiated against it without giving any further opportunity of personal hearing. In compliance to the hearing decision no. 1, the industry has now applied for obtaining fresh consent to operate under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 alongwith requisite documents and consent fee. The application of the industry has been scrutinized and examined. No. 273488551 dated 10.12.2025 Fee under the Air Act, 1981 Rs. 29,000/- vide online R. No. 624948187 dated 10.12.2025 Date of Commissioning 24.01.2023 (Date of Electric Connection) Adequacy under the both Acts 31.12.2029 after adjusting Rs. 2900/- as NOC regularization fee and deducting 300% penalty as per Board's office order dated 29.10.2018. Land Documents: The unit has submitted the transfer dated 17.06.2021 vide which Sh. Gurdeep Singh S/o Sh. Maan Singh has transferred the land in the name of Sh. Gurdit Singh, Son of total area 1 Kanal 3 Marle falls in the revenue estate of Hari Dass Colony, Patiala Road Tehsil Nabha, District Patiala. Site Suitability: The unit has submitted the layout plan approved by Sh. Sukhdeep Singh Kamboj, EO, MC, Nabha vide no. PBIPTA/NABHA/98990 dated 21.01.2022. Further, the unit has also submitted a letter issued vide no. 816 dated 28.10.2025 by EO, MC, Nabha, vide which, the MC has no objection regarding operation of the unit. As such, the site is suitable for the operation of the furniture manufacturing shop. Visit: To verify the contents of the application, the unit was visited by the undersigned on 11.12.2025 and Sh. Gurdit Singh, Proprietor was contacted. During visit, it was observed as under: 1. The unit was in operation. 2. The unit is engaged in manufacturing of many types of modular furniture items by using wood as raw material. 3. The unit has installed 03 number of Bandsaw machines used for wood working purpose. 4. The unit is also carrying out varnishing and polishing of wooden items using spray gun within its premises and provided separate booth equipped with APCD to contain fugitive emissions. 5. The unit has provided a DG set of capacity 50 KVA, which is equipped with canopy and stack of adequate height. 6. The unit has provided septic tank for treatment of its domestic effluent generated from toilet/bathrooms and the same is being discharged onto land for plantation within the premises. From above, it is clear that the unit is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 as well as with the decisions of the personal hearing dated 11.09.2025. Recommendations: In view of the facts mentioned above, if approved, the fresh consent to operate under the provisions of the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Sofa @ 50 Nos/Year, Bed @ 50 Nos/Year, Dining Table @ 50 Nos/Year, Chairs @ 100 Nos/Year, Consoles @ 50 Nos/Year and Peg Tables @ 100 Nos/Year may be granted upto 31.12.2029 with suitable conditions and following special conditions: 1. This consent is granted only from pollution angle on the basis of documents and submission made by the applicant and shall not have any legal authenticity binding and the applicant cannot claim to establish the ownership of the unit at the site on the basis of this consent. 2. The unit shall ensure that there is no public nuisance polluted in the area due to activities within its premises. 3. The poultry farm shall comply with the guidelines of the Punjab Water Regulation and Development Authority (PWRDA). 4. The project proponent shall not throw, burn or burry any solid wastes in open, outside premises or in drain/water bodies. 5. The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 6. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 7. This consent is being issued as per the documents and submissions made by the applicant. However, if at any point of time in future, any document or submission is found wrong or in-correct, this consent shall stand deemed cancelled. Competency- EE, RO
