It is submitted that, earlier the kiln was granted consent to operate under Air Act, 1981 vide no. CTOA/Renewal/BTI/2017/6754034 dt 21.12.2017 for operation of brick kiln @ 30000 number/day which was expired on 31.03.2019.
Now, the industry has applied for consent to operate through online OCMMS Portal under the Air Act, 1981 under orange category, for operation of brick kiln @ 30000 number/day as per the prevailing policy after converting the brick kiln on zig-zag technology.
The BKO has deposited consent fee of Rs. 14300/- vide R.no. 916969882 30.12.2025 under the Air Act, 1981, which is adequate upto 30.09.2026 as per the Board's office order dated 29.10.2018 against fixed assets of Rs. 9.3 lacs as per the CA certificate.
The industry has submitted a Completion Certificate dated 12.03.2020 issued by CBRI, Roorkee, for the Zig-zag (high draft) kiln. Prior to the issuance of the completion certificate, the BKO was not in operation during the said period. In support of this, the industry has also attached the coal register verified by CA as a proof of it.
The brick kiln was visited by the officer of this office on 31.12.2025 and it was observed as under:-
1. The kiln was in operation during visit with induced draft zig-zag technology.
2. The brick kiln was using crushed coal as a fuel in the kiln. Further, no un-authorized fuel was found within kiln periphery.
3. The kiln has provided a ladder and a platform with the stack for collection of emission sample.
4. The kiln has stabilized the periphery road / movement area.
5. The kiln has provided plantation all along its boundary.
6. The kiln has provided septic tank with disposal to plantation area.
7. The brick kiln has displayed Environmental Data Board at its entrance.
Keeping in view of above, it is recommended that consent to operate under the Air Act, 1981 may be granted to the brick kiln for operation of brick kiln @ 30000 number/day for a period up to 30.09.2026, subject to the suitable conditions along with the following specific conditions: -
1. The Brick Kiln shall replace at least 20 % coal with paddy straw pellets as per directions issued by the Government vide notification dated 4.11.2022.
2. This consent is granted subject to the orders passed by the Hon'ble High Court for the States of Punjab & Haryana/ Hon'ble National Green Tribunal or Other Judicial Authority in the cases pending or being filed with regard to the operation of brick kilns in the State.
3. This consent is granted subject to the performance evaluation of new technology adopted by the brick kilns.
4. The BKO will obtain Environmental Clearance under EIA notification for mining of brick clay to be used as raw material for the manufacture of bricks and submit the same, within two months.
5. The industry shall comply with code of practice for brick kiln and shall achieve the prescribed standard notified by MOEF & CC.
6. The industry shall not generate/ discharge any trade effluent and shall discharge only Domestic Effluent onto land for plantation after passing through septic tank.
