File Note: Earlier, the industry was granted Consent to Operate subject to a specific condition that it shall apply for Extended Producer Responsibility registration within seven days and submit the EPR registration to the Board within one month, and that further extension of consent would be considered only after submission of the EPR registration. However, the industry could not obtain the EPR registration within the stipulated period. It has been reported that the industry had earlier applied for EPR registration, which was returned by the competent authority with certain observations. The industry has informed that a valid Consent to Operate is a mandatory prerequisite for obtaining EPR registration. In this regard, the industry was visited by officers of the Board on 22.12.2025, during which it was observed that the unit was complying with the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. Samples were collected from the outlet of the STP, and as per the analysis report of the Board’s laboratory, pH was reported as 7.4, TSS as BDL, TDS as 353 mg/l, COD as 22 mg/l, BOD as 6 mg/l, and oil and grease as BDL. All the analyzed parameters were found to be within the prescribed standards. It is further submitted that the industry is situated in an industrial zone and has submitted a copy of the certificate issued by the Department of Town Planning, Ludhiana vide Certificate No. 1828 dated 10.06.2013. As reported, the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981. In view of the above facts, it is recommended that, if approved, Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 may be granted to the industry for a short period of six months to enable it to obtain and submit the EPR registration.
