In reference to subject cited matter, it is intimated that the project proponent has applied for obtaining Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS Portal. The project proponent has submitted permission of transfer of Environment Clearance issued by Ministry of Environment, Forest and Climate Change (Issued by the State Environment Impact Assessment Authority (SEIAA), PUNJAB) vide letter no. File No.: 2025/EC/F/335 Dated 20/12/2025 (For Mining of minerals Gravel Mining Project) @ 2.23 hectare with total capacity of mining @ 60,691.68 TPA in revenue estate of in the revenue estate of Village Jhumber-1, Sub Tehsil- Narot Jaimal Singh, District- Pathankot.
The project proponent has also submitted a letter of Approval of Mining Plan of Minor Mineral (Gravel) issued by Assistant Geologist Mines & Geology, Water Resources Department, Punjab, Chandigarh vide Memo No. Glg/Pb/M.P/ Jhumber-1/199 dated 29/07/2025.
The project proponent has deposited Rs. 11,200/- vide UTR No. 13130577 dated 23/12/2025 & Rs. 6100/- vide UTR No. 76790494 dated 23/12/2025 as Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 fee including Rs. 5600/- as NOC Regurgitation fee and Rs. 500/- as FDF, which is adequate for one year period against the cost of the project mentioned in the application form i.e. Rs. 88.91 Lacs as on 15/12/2025.
The Mining site was visited by the AEE of this office on 30/12/2025 and it was observed that the Mining has not yet been started at the site. However, the site has yet been temporarily demarked. The project proponent has provided a tanker for water sprinkling to control dust emissions to be emitted by vehicular movement.
It is intimated that as office order no. 255 dated 19/06/2025, the competent authority has delegated the powers to grant CTOs application of mining project to the Environmental Engineer of the Regional Office upto 31/12/2025, but the said time period has been elapsed. Further, the competency to decide the application of mining of minor mineral projects was delegated to Chief Environmental Engineer for the area of 0-5 hac vide office no. 542 dated 09/11/2018. The total area of said project is 2.23 hectare, thus as per office order dated 09/11/2018, the competency to decide the application lies with Chief Environmental Engineer, Jalandhar.
Keeping above in view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year period as per policy of Board for Mining of minerals Gravel Mining Project in the revenue estate of Village Jhumber-1, Sub Tehsil- Narot Jaimal Singh, District- Pathankot as per Environment Clearance to the Project Proponent subject to the usual conditions and special conditions as under:-
1. It will comply with all the points and conditions of the Environmental Clearance (EC) granted to the project and conditions of the approval given by the mining department and obtain the other necessary clearance from other departments.
2. The project proponent shall permanently demark the site and bound to do mining activity in the area and quantity for which Environmental Clearance has been obtained.
3. The project proponent shall provide weigh bridge at the site.
