A. The project is a large-scale green category building and construction project.
B. Now the project proponent has applied for ‘Consent to Establish’ (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to develop a shopping mall in area 6012.46 Square Meter area or 1.48 Acres and for Domestic Effluent generated @ 40 KLD into sewer which will be treated through STP.
C. The project proponent has submitted brief project report with the value of project proposed as Rs. 89.25 Crores. The industry has deposited Rs. 72500/- vide R.No. 63179465 dated 08.12.2025 as NOC fee, which is adequate for one year.
D. The project proponent has submitted approved layout plan from DTP, GLADA, LUDHIANA vide no. 1408 dated 05.09.2025 with total net planned area of 1.48 acres (6012.46 sqm) and built-up area 14087.29 sqm.
E. The project proponent is not required to obtain Environmental Clearance as built up area is less than 20000 sqm.
F. The project proponent has submitted allotment by e-auction letter issued by the Estate Officer, GLADA, Ludhiana vide letter no. 3492 dated 02.12.2024. As per the letter the site shall only be used for Multiplex/shopping mall and not for any other purposes whatsoever.
G. As per feasibility, the total domestic water requirement for the project will be 60 KLD and its fresh water demand shall be met through GLADA supply. The project proponent has proposed total effluent/waste water generation @ 54 KLD which will be discharged into sewer after treatment through STP.
H. The project proponent has proposed to install 01 STP of capacity 60 KLD for treatment of effluent generated from project. The project proponent has also submitted dimensional drawing of STP and it has proposed following components Equalisation Sum, Pre-Filtration Storage Sump, EA Based Bio Reactor, Tube Settler, Pressure Sand Filter, Activated Carbon Filter, Primary Effluent Lift Pump, Sludge Transfer Pump, Filtration Pump and Air Blower, which is principally adequate.
I. Now, the project was visited on 01.01.2026 and it was observed as under: -
1. The project is located at Urban Estate, Phase-1, Dugri, Ludhiana
2. The construction work of project yet to start and only boundary wall is constructed.
3. The project proponent is not required to obtain Environmental Clearance as built-up area is less than 20000 sq meter.
4. There is no air polluting industry i.e. brick kiln, rice sheller, stone crusher, saila plant, cement plant, grinding unit, hot mix plant, Jaggery unit, CBWTF falling within a radius of 500 mtr from the boundary of the proposed site.
5. There is no MAH industry located within a distance of 250 mtr from the proposed site.
6. There is no approved air polluting industry within a radius of 100 m from the boundary of the project.
7. Therefore, the site of the project is conforming to the sitting guidelines laid down by the Govt. of Punjab, Department of Science Technology and Environment vide order dated 25/07/2008 as amended on 30/10/2009. The site is suitable for establishing such type of project.
8. The project proponent has proposed to installed STP of capacity 60 KLD for treatment of domestic effluent.
9. The project proponent is complying with the provisions of the Water Act, 1974.
In view of above, it is recommended that the ‘Consent to Establish’ (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent upto one year with suitable condition as per policy of the Board and with special conditions as under: -
1. In case the built-up area of any building or construction activity within the project exceeds 20000 square meters at any stage, the project proponent shall be mandatorily required to obtain prior Environmental Clearance from the competent authority, in accordance with the provisions of the EIA Notification, 2006 and its subsequent amendments.
2. The project proponent shall install STP of capacity 60 KLD and shall comply with the standards prescribed by the MoEF & CC/Board for all the STPs and the project proponent shall maintain the record of fresh water and the treated effluent utilized in flushing, gardening.
3. The project proponent shall not commission its expansion project without making adequate arrangements for the scientific mode of disposal of treated wastewater to be generated from the project.
4. The project proponent will develop the project on its own risk & cost in regard to disposal arrangement.
5. The promoter company shall also explore the possibility of using treated domestic effluent for useful purposes such as construction work, sprinkling on dusty patches/roads, use in nearby construction activities, etc during no demand period and also otherwise.
6. The industry shall obtain the necessary clearance for the abstraction of groundwater from the Punjab Water Regulation & Development Authority (PWRDA).
7. The promoter company shall ensure compliance with the Solid Waste Management Rules, 2016, and being the bulk waste generator shall ensure segregation of solid waste at source, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorized recyclers as prescribed in Solid Waste Management Rules, 2016.
8. The bio-degradable waste shall be processed, treated, and disposed of through a mechanical composter. The residual waste shall be given to the waste collectors or agency as directed by the local body.
9. The promoter company shall not consume any fuel except HSD for DG set, for burning purposes without the prior written permission of the Board.
10. The project proponent shall install the smog gun to control the dust emission to be generated from the construction activities of the project.
11. The project proponent shall not discharge any domestic effluent (treated or untreated) into choe/ drain /river or in any inland surface water at any time or any other unauthorized place by any unauthorized means and shall explore the possibility of reduction of quantum of abstraction of groundwater by reusing the treated wastewater in the various activities.
12. The project proponent shall provide a permanent pipeline from the project site to green belt/onto land for the plantation area
13. The project proponent shall maintain the plantation area as well as a permanent pipeline network for uniform distribution of wastewater in the entire plantation area, so that no stagnation of wastewater occurs inside, outside, or in the plantation area at any time.
14. The project proponent shall install a water meter on the freshwater supply and all proposed modes of disposal.
15. The industry shall ensure compliance with provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, and or any other environment law applicable to him and rules, circulars issued by the Board from time to time.
16. The project proponent shall do construction in accordance with the approved layout plan and shall comply with the conditions of the CLU Granted to it.
17. The project proponent shall perform / promote its Corporate Environment Responsibility (CER) activities as well as the use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.
18. The project proponent shall ensure that there are no usages of single-use plastic- thermocol disposable items such as water bottles/water pouches/water cups, plates, forks, spoons, straws etc., and single use decorating material.
19. The project proponent shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem on the nearby residential area.
20. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016. The project proponent shall develop its residential complex as well as construct flats strictly in accordance with the layout/ building plans approved/ to be approved by the Competent Authority.
21. In case of any violation of pollution control laws than action u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be initiated against the project proponent under due procedure of law.
