No. 472646540 dated 11.11.2025 Date of Electric Connection 11.03.2010 Adequacy of fee 31.10.2043 after adjusting Rs. 2200/- as NOC regularization fee as well as deducting 800% penalty under the both Acts. Land Documents: The unit has submitted the sale deed dated 16.09.2013 of restaurant executed between Sh. Bhagat Singh and Sh. Harbir Singh as per which Sh. Harbir Singh is the owner of the unit. Site Suitability and Building Plan: The unit has submitted a letter issued vide no. 4604 dated 23.12.2025 by EO, MC, Rajpura, vide which, the MC has no objection regarding operation of the unit. As such, the site is suitable for the operation of the Restaurant-cum-Banquet Hall. Further, the PP has also submitted the Building Plan approved by Er. Dharminder Singh, Competent Person approved by Director of Factories, Pb. Pollution and its measures: The Project Proponent has not installed any boiler/furnace. It has installed 02 no. DG sets of capacities 125 KVA and 82 KVA, which are equipped with canopies and stack of adequate heights. Further, no trade effluent is being generated from the process, only domestic effluent is being generated, which is discharged directly into MC sewer, which is further connected with the terminal STP of MC Rajpura. The total water consumption as well as wastewater generation is as under: Banquet Hall - 80 x 75 Liter/day = 6000 Liter/day or 6 KLD Kitty Hall – 25 x 75 Liter/day = 1875 Liter/day or 1.8 KLD Restaurant – 75 x 75 Liter/day = 5625 Liter/day or 5.6 KLD Staff – 15 x 135 Liter/day = 2025 Liter/day or 2 KLD Total water consumption = 15.4 KLD Wastewater generation @ 80% = 12.3 KLD or 12 KLD Applicability of EIA notification dated 14/9/2006: The project is not covered under the preview of EIA Notification dated 14.09.2006. Visit: To verify the contents of the application, the site was visited by the undersigned on 09.12.2025 and Sh. Harbir Singh, Proprietor was contacted. During visit, it was observed as under: 1. The unit was in operation. 2. The unit is having Banquet Hall of capacity 80 nos., Kitty Hall of capacity 25 nos. persons, Kitchen 1 no, Restaurant of capacity 75 nos. persons and Staff @ 15 nos. 3. The establishment has provided Oil & Grease trap for the treatment of kitchen wastewater. 4. The unit has installed 02 no. DG sets of capacities 125 KVA and 82 KVA, which are equipped with canopies and stack of adequate heights. 5. The solid waste is being lifted to Municipal Council, Rajpura as well as to piggery farms. 6. The unit has installed a submersible pump for the abstraction of ground water. 7. Domestic effluent is being discharged directly into the MC sewer, which is further connected with the terminal STP of MC Rajpura. Recommendations: In view of the facts mentioned above, if approved, it is recommended Consent to Operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for operation of Banquet Hall @ 80 Nos/Day, Kitty Hall @ 25 Nos/Day, Restaurant @ 75 Nos/Day and Staff @ 15 Nos/Day may be granted to the unit upto 31.12.2040 with suitable conditions and additional conditions that: 1. This consent is granted for the discharge of domestic effluent @ 12 KLD only. 2. The unit shall apply for authorization under the Hazardous and other Waste Management Rules, 2016 within 15 day. 3. The industry shall comply with the guidelines of Punjab Water Regulation and Development Authority (PWRDA) from time to time. 4. The entrepreneur/industry shall obtain necessary statutory permissions /clearances from all other concerned departments. 5. The unit shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic. 6. The unit shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. 7. The unit shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 8. The unit shall ensure that there is no public nuisance in the area, due to activities of the unit. Competency – SEE
