File Note: It is submitted that the subject cited industry is a small scale Red category unit and was granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH2/2025/28934324 dated 27/06/2025 valid upto 26/12/2025 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH2/2025/28934312 dated 27/06/2025 valid upto 30/06/2028. Earlier, the industry was visited by officers of the Board on 23.04.2025 and it was observed as under: 1. The industry was in operation during visit and engaged in manufacturing auto parts and degreasing phoscoating (surface treatment). 2. The industry has installed 06 power presses, 06 cold forgings and 03 degreasing phoscoating barrel tanks (surface treatment). 3. The industry has not installed any water meter at wet process area. 4. The industry has not made agreement with CETP operator for lifting of effluent. 5. The industry is using phoscoat chemical for degreasing phoscoating (surface treatment). 6. The industry has not installed any storage tank for the storage of effluent generated from process. Hence, it is evident that industry might be disposing this effluent generated from these degreasing phoscoating barrel tanks into sewer. 7. The industry is disposing all the sludge generated from the degreasing phoscoating barrel tanks (surface treatment) at the backyard of the industry. 8. The industry has not submitted any documentary proof regarding the date of commissioning of unit. Accordingly, the Competent Authority of Board has decided to issue direction u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 for disconnection of electric connection available to the industry vide no. 3404-05 dated 09.06.2025. Further, after making compliance of earlier violations, it has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and granted vide no. CTOW/Fresh/LDH2/2025/28934324 dated 27/06/2025 valid upto 26/12/2025. Now, the industry has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 210.21 Lacs as on 31/03/2025 as per CA certificate dated 29/05/2025, which is already adequate upto 30/06/2028 under Water Act, 1974, as per Board's Office Order dated 29/10/2018. The industry was visited by the undersigned on 31.12.2025. During the visit, it was observed as under: 1. The industry was in operation during visit. 2. It is engaged in manufacturing of Various Types/Sizes of Hydraulic Fitting Parts (Semifinished Cold Forgings) @ 35000 Numbers/Day and Various Types/Sizes of Hydraulic Fitting Parts (Phosphating Semi-Finished Cold Forgings) @ 15000 Numbers/Day by using raw material as M.S. Iron Round @ 10 MTD, Phosphating Chemicals Etc.@ 10 Ltr/day and Caustic Soda @ 1 Kgs/day. 3. The manufacturing process of the industry is as Raw Material (M.S. Iron Round) – Cutting – Annealing Ramering – Barreling / Phosphating (if Reqd.) - Sizing by Press - Hole Punching - Turning -Products - Dispatch. 4. The industry has installed 02 no. electric annealing furnaces, 06 no. electric phosphating barrels, 02 no. caustic barrels, 01 no. Rammer, 01 no. Shearing machine, 03 no. Circular cutting machines, 02 no. Compressors and 14 no. Presses, 01 no. phosphating tank, 01 no. de-rusting tank, 02 no. water rinse tank, 01 no. soap cleaning. 5. The industry has made agreement with M/s JBR Tech. Focal point, Ludhiana (CETP) for disposal of its trade effluent @ 2500 ltr/month. 6. The industry is maintaining record w.r.t. fresh water consumption for the wet process & effluent lifted to M/s JBR Technology Ltd. The audit report is enclosed herewith. 7. Domestic effluent generated by the industry is discharged into sewer. 8. The industry has installed 05 no. CCTV cameras 01 no. facing towards the entry gate of the processing shed. The industry was guided to change orientation of camera to cover fresh water meter installed in processing area. 9. The industry has provided storage tank of capacity 3000 Ltr and found empty during the visit. 10. The industry has submitted building plan prepared by Sh. Rajnish Kumar Singla approved Architect from Director of Factories, Punjab. 11. The industry is located in Industrial zone as per khasra no.s mentioned in the Govt. gazette. In the subject cited case, the industry has mentioned ground water extraction @ 3.0 KLD. Considering 25 working days per month, ground water extraction will be 75 KL/month, which is less than 300 KL/month. It is further submitted that vide office memorandum no. 428 dated 23.09.2025 among other decisions the Board has decided as under: “The Bank Guarantee be returned and /or permanent restoration be allowed on compliance of specified violation or submission of necessary document based on single site visit subject to decision of the Competent Authority.” Further, while processing the consent application (No. 27057285) of M/s Kalsi Sons Fabricators Worthy Chairman of the Board has approved to impose environmental compensation amounting to Rs. 1.0 Lakh to such small scale industries vide note dated 11.10.2024. As the industry has made compliance of earlier violations. The industry has already deposited Rs. 1 lac vide R. No. 15/5611 dated 26.06.2025 as Environmental Compensation. In view of above, it is recommended that: 1. 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/06/2028. (Competency – Senior Environmental Engineer). 2. PSPCL authorities may be directed to restore the electric connection available with the industry, permanently. (Competency: Chief Environmental Engineer)
