It is submitted that the industry was earlier granted NOC under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTE/Fresh/PTA/2022/18816812 dated 09/06/2022, valid upto 08.06.2023 for production of Raw Rice (with drier) @ 3 T/Hour by proceedings of paddy @ 4.5 T/hr as under orange category subject to certain conditions as mentioned therein.
Earlier, the industry had applied for a fresh Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974. During the site visit, it was observed that no septic tank had been provided, and domestic effluent was being discharged outside the premises without any treatment, which is in violation. Accordingly, a refusal certificate was issued.
Now, the industry has reapplied for fresh Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974, after addressing and rectifying the earlier shortcomings, for the manufacture of rice @ 3.0 T/hour by processing paddy @ 4.5 T/hour (with a drier of capacity 32 T/batch) under the Orange Category, along with the requisite documents.
The industry has deposited consent fee of Rs. 44,100/- vide R. No. 986861420 dated 23.09.2025 & Rs. 16800/- vide online transaction no. 986861420 dated 23.09.2025 under the Water Act, 1974 against the value of fixed assets of Rs. 166.23 lacs as on 31.08.2025 per CA certificate dated 04.09.2025, which is adequate upto 30.09.2026 after deducting penalty fee. The date of commissioning 18.08.2022 as per electric connection.
The industry has submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974.
The industry was visited by the undersigned of the Board on 17.12.2025
During visit, it was observed as under:
1. The industry was not in operation.
2. The industry has installed 1 no. drier of 32 T/batch.
3. The industry has installed cyclone as APCD with the rice shelling section and with paddy drier section to control process emissions.
4. The industry has provided emitting points properly hooded and dust extracted to a common point.
5. The industry has provided sampling arrangement with adequate stack of adequate height with APCDs.
6. The rice sheller has provided brick wall of about 10' height approximately and wind screen of 5 ft height over it as per latest code of practice in the husk disposal area so as to maintain a free Board of 3.5 ft above the discharge point of rice husk.
7. The industry has not installed any DG set within its premises.
8. The industry has provided paved / brick roads inside their premises for movement of vehicles, so as to prevent the generation of dust.
9. The industry has installed a septic tank for the treatment of domestic efluent generated on its premises. The treated domestic efluent was being utilized onto land for plantation along the boundary of the unit.
10. The industry has provided plantation around the boundary wall of the unit.
The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974.
Keeping above in view, it is recommended that fresh consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 may be granted to the industry up to 30.09.2026 for manufacturing of Rice @ 3.0 T/hour by processing of Paddy @
4.5 T/hour (with drier of capacity 32 T/batch) under Orange Category subject to certain condition and following additional conditions that:
1. This consent is valid for manufacturing of Rice @ 3.0 T/Hour by processing of Paddy @
4.5 T/Hour (with drier).
2. The rice sheller shall get its air emission sample analyzed from Boards Lab/NABL accredited Lab in the start of coming season and submit the same to this office within one month.
3. The rice sheller shall continue to abide by the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013.
I. All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.
II. The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller.
III. All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building.
IV. The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited.
V. The management and handling of rice husk in the rice shelling units should be done as under:
a. All the rice shelling units shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.
b. The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.
c. The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5'height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk.
d. The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'' which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length.
e. Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk.
f. During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
1. The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).
2. The rice sheller shall put in place all the hoods, ductings & enclosures and other components of the APCD well before commissioning of the unit for the upcoming paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit.
3. The industry will amend its APCD as per amendment (if any) in policy of the Board.
4. The industry shall provide additional plantation all along the boundary wall of the unit within 15 days and submit compliance in this regard to the Board immediately thereafter.
5. The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board.
6. The industry shall dispose of the dust contained by APCD in an environmentally sound manner.
7. The industry shall make plantation in the open area, where the same is feasible, to contribute to increase in the green cover and shall inform the Board in this regard before commissioning of the unit before next shelling season.
8. The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF and shall be bound to upgrade/replace the APCD to achieve such revised standards.
9. The industry will generate only and will be discharged onto land for plantation after passing through septic tank.
10. The industry will shift to designated zone within the stipulated time or any amendment in the timeline as per the policy of the Govt.
11. This consent has also been granted to the rice sheller based on the undertaking submitted by the industry, therefore, in case during the visit to the industry in future, the entire contents of the undertaking or any part of the said undertaking are found false and action shall be taken to revoke/cancel this consent without issuance of any further notice/opportunity.
12. The industry shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc, and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken.
