• The marriage palace is a small scale orange category unit.
• Earlier, the marriage palace was applied for obtain consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Accordingly, the marriage palace was visited by officer of the Board on 13.03.2025 and observed that the marriage palace was not in operation due to electricity cut. The marriage palace has not submitted proof of correct date of commissioning despite of various clarifications raised earlier. The marriage palace has installed 1 no. D.G set of capacity 160 KVA with canopy and 03 DG sets of unknown capacity and without canopy. The marriage palace has not installed oil & grease trap for the treatment of effluent generated from the marriage palace. The effluent from kitchen was collected in two pits connected from the top and the effluent is discharged onto land for stagnation at the backside of the marriage palace through pump. The marriage palace has not made any arrangements for treatment and disposal of wet waste and dry waste generated. The marriage palace has made two bore wells, one for the rain water and other for the kitchen waste which was not closed till date. The marriage palace has failed to submit bank guarantee till date.
• Thereafter, the industry was issued show cause notice for refusal of consent under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, with an opportunity of personal hearing before Senior Environmental Engineer, Zonal Office, Jalandhar on 25.03.2025, wherein it was decided as under:-
1. The palace shall make adequate arrangement for treatment of its effluent so as to achieve the prescribed norms and shall ensure proper & scientific disposal of its treated effluent. The marriage palace shall ensure that no effluent is discharged into borehole.
2. The palace shall provide canopy on the D.G sets within 15-days or remove the DG set without canopy from its premises.
3. The present application under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention &Control of Pollution) Act 1981 be refused. The marriage palace shall re-apply for consents under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 with proper detail & complete documents.
4. The marriage palace shall comply with the guidelines prescribed by CPCB/PPCB for hotel/marriage palace dated 02.02.2021.
5. The Regional Office-2, Jalandhar shall visit the site verify the compliance made by the marriage palace, verify whether the palace has submitted Bank Guarantee and submit report / process the application on merit. As already approved the present application be refused.
• Thereafter, the previous applied by the marriage palace was refused on 26.03.2025 due to above said reasons.
• Thereafter, the marriage palace has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board and same was valid till 14.11.2025.
• The marriage palace has submitted change of land use certificate issued from STP, Jalandhar for grant the permission for marriage palace.
• The marriage palace has submitted approved building plan from competent person under factories act, Punjab.
• The industry has submitted that they have purchased their marriage palace in 2021 and CLU was issued on 2017. They do not have exact proof of date of commissioning. However, the palace was commissioned on 2012 and as such, the consent fees are calculated from 2012.
• Now, the marriage palace has again applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board
• The marriage palace was visited by the undersigned on 31.12.2025 and observed that the marriage palace was not in operation.
• The marriage palace has installed 1 no. D.G set of capacity 160 KVA with canopy and adequate stack height.
• The marriage palace has installed oil & grease trap for the treatment of effluent generated from the marriage palace. The effluent from kitchen was collected in two tanks and discharged onto land for plantation area.
• The marriage palace has submitted the B.G of Rs 50,000/- valid till 13.02.2027.
• The representative informed that the solid waste is being collected by Gram Panchayat, Beas Pind, and records in this regard are being maintained.
• The marriage palace was advised not to use Single Use Plastic (SUP) during any function.
May if approved,
1. Directions be issued for restoration of electric connection upto 6 months.
2. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974, and the Air (Prevention & Control of Pollution) Act, 1981, be granted upto 6 months with special condition that:
The marriage palace shall comply with the guidelines prescribed by CPCB/PPCB for hotel/marriage palace dated 02.02.2021.
