File Note: The HCF has applied for fresh 'Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for operation of 29 bedded hospital alongwith discharge of effluent @ 10 KLD into sewer. The details of the case are as under: 1) The hospital has deposited Rs. 4000/- vide online receipt No. 560393952 dated 23-12-2025 under the Water Act, 1974 and Rs. 4000/- vide online receipt No. 193716597 dated 23-12-2025 under the Air Act, 1981, which is adequate upto 15-11-2027 under both acts as per Board's letter no. EPA/2017/2245-59 dated 07.07.2017 regarding consent fee of HCFs and consent fee prescribed for Local Bodies / Universities / Other Institutions. The hospital has also deposited Rs. 2000/- vide UTR No. 193716597 dated 23-12-2025 as NOC fee. 2) The hospital has submitted a rent deed issued vide stamp no. IN-PB89368391814969X dated 04-11-2025 made between Sh. Jaskaran Singh and Smt. Kulwinder Kaur (Lessor/Owners) and DS Associates through partner Sh. Amit Sharma (Lessee/Tenant) for land having covered area of approximately 12.0 Marla 4.5 Sarsahi to run a Jot Multi Super Speciality Hospital. 3) The hospital has submitted copy of site plan and layout plan. 4) The hospital has submitted agreement made between M/s Rainbow Environments Pvt. Ltd. and M/s Jot Super Speciality Hospital for the management of bio-medical waste for 29-bed facility, which is valid for a period upto 14-11-2028. 5) The hospital has submitted receipt issued by Municipal Council, Zira regarding disposal of sewerage. 6) The hospital has submitted partnership deed and as per this deed, Dr. Rahul Sarangal S/o Sh. Raj Kumar, Sh. Parminder Kumar Devgan S/o Sh. Khem Raj, and Sh. Amit Sharma S/o Sh. Ajit Kumar Sharma are the partners. 7) The hospital has submitted letter issued by Municipal Council, Zira dated 17-06-2025 statng that the wastewater of the hospital is discharged into the main sewerage hole of the Municipal Council, Zira. This water is treated (cleaned) by the Municipal Council, Zira at the Sewerage Treatment Plant to make it suitable for reuse. The hospital was visited by AEE of this office on 31-12-2025 and it was observed as under: 1. The hospital is a 29 bedded hospital. 2. The hospital has provided provisions for pre-treatment of chemical liquid waste at its generation sources points with sodium hypochlorite and after treatment effluent being discharged with other domestic effluent into MC sewer. 3. The hospital has installed DG set of capacity 105 KVA with canopy and adequate stack height. 4. The hospital has provided the dustbins for collecting of wet waste and dry waste separately within the premises. Wet waste including foods waste, vegetable / food waste being lifted by the nearby piggery farms. The hospital is disposing its dry waste on low lying area at backside of its premises. 5. The hospital has provided colored coded container and bio medical waste generation sources for segregation, further, the common room has been provided for storage of bio medical waste for handover to facility. 6. The hospital is maintaining record regarding lifting of BMW. The hospital was granted authorization under BMW rules, 2016 vide no. BMW/Renewal/FER/2024/23614068 dated 12/06/2024 valid upto 31/03/2029 for 29 beds. The hospital is complying with the provisions of the Water Act, 1974 & the Air Act, 1981 and the Bio Medical Waste Management Rules, 2016. Keeping in view of above, it is recommended that 1. Fresh 'Consent to Operate' applied under the Water Act, 1974 may be granted to the hospital for operation of 29 beds for a period upto 15-11-2027 with suitable conditions alongwith special conditions that: a. The hospital shall treat its chemical liquid waste with 1-2% sodium hypochlorite before discharging into MC sewer.
