The project proponent was granted ‘Consent to Establish’ / NOC under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/FZR/2022/17369764 dated 05.01.2022, for development of a Mega Food Industrial Park in an area of 15 acres where agro processing & food processing industries were proposed to be developed. 12 agro processing and food processing units; (i) Fried Snacks and Namkeen, (ii) Bakery, (iii) Milk Chilling Centre, (iv) Juices & Beverages, (v) Fortified Rice / Cattle Feed, (vi) Milk Processing, (vii) Parboiled / Steamed / Raw Rice Mill, (viii) Potato chips line, (ix) Tomato pastes and Ketchup, (x) Oil Mill, (xi) Flour Mills, (xii) Ice Cream. In addition to these 12 units, two core facilities i.e. Cold Store of capacity @ 5000 Metric Tonnes/Day and Ware House of capacity @ 4200 Metric Tonnes/Day were also proposed. ETP of capacity 500 KLD with components as Screen Chamber, Equalization Tank, DAF unit (with Poly Aluminum Chloride & Poly Dosing System), MBBR Biochip Reactor, Secondary Tube Settler, Storage Tank, Pressure sand filter, Sludge Drying Beds, Outlet was proposed to be establish to treat trade effluent @ 400 KLD and domestic effluent @ 16 KLD. Treated trade effluent @ 100 KLD was proposed to be reused for various processes (for Boiler Feed, Condensed Refrigeration, Venturi scrubber and for spray on fuel ash). Treated trade effluent @ 200 KLD was proposed to be reused in the process (Floor washing, vehicle washings or for chilling purposes). Treated trade effluent @ 20 KLD was proposed to be reused for domestic use. Remaining trade effluent as well as treated domestic effluent was proposed to be discharged onto land for plantation.
Thereafter, project proponent had obtained extension in validity of ‘Consent to Establish’ / NOC under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/PBIP/FDK/2023/2306880983 dated 06.07.2023 valid upto 21.11.2024.
Now, the project proponent has applied for obtaining fresh ‘Consents to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for operation of Mega Food Industrial Park in an area of 15 acres. At present only one industry namely M/s T.R. Agro Producers LLP (Dry Rice Sheller unit) is in operation and one Milk Chilling Centre of capacity @ 25 Kilo Litres/Day is ready for commissioning. Both core facilities i.e. Cold Store of capacity @ 5000 Metric Tonnes/Day and Ware House of capacity @ 4200 Metric Tonnes/Day has been established. Already operational unit i.e. M/s T.R. Agro Producers LLP (Dry Rice Sheller unit) produces only domestic effluent @ 1.6 KLD and has obtained ‘Consent to operate’ under the Water Act, 1974 and the Air Act, 1981 vide no: CTOW/Fresh/FZR/2024/24951155 and CTOA/Fresh/FZR/2024/24951154 respectively, both dated 26.02.2024, valid upto 30.09.2028 each. No trade effluent is generated from core facilities i.e. cold store and warehouse and only domestic effluent @ 04 KLD will be generated from these units. Estimated generation from office section of the Mega food park is 02 KLD. From milk chilling unit Trade Effluent @ 04 KLD and Domestic Effluent @ 1.6 KLD will be generated. Thus, at present total Trade effluent generation is 04 KLD and domestic effluent generation is 9.2 KLD. The details of the case is as under:
1) The industry had submitted C.A. certificate dated 17.05.2025 and as per this C.A. certificate, value of gross fixed assets of the project is Rs. 24.23 Cr.
2) The industry has deposited Consent fee of Rs. 3,44,000/- vide UTR No. 382074120 dated 09-12-2025 (Rs. 2,46,000/- Water Fee, Rs. 49,200/- Balance CTO (W) fee and Rs. 49,200/- as penalty) and Consent fee of Rs. 3,44,000/- vide UTR No. 687945002 dated 09-12-2025 (Rs. 2,46,000/- Water Fee, Rs. 49,200/- Balance CTO (W) fee and Rs. 49,200/- vide UTR No. 476702095 dated 23-12-2025 and Rs. 49200/- vide UTR No. 347772081 dated 23-12-2025), which is adequate upto 30-11-2030 under Water Act, 1974 and upto 30-11-2031 under Air Act, 1981.
3) The Mega Food has been commenced from 01-12-2025.
The industry was visited by undersigned on 01.01.2026 and it was observed as under:
1. The industry is situated in the revenue estate of village Sodhiwala along Sekhwan -Sodhiwala link road. The industry has been established in same area for which it had obtained ‘Consent to establish’/NOC from the Board.
2. At present only one industry namely M/s T.R. Agro Producers LLP (Dry Rice Sheller unit) is in operation and one Milk Chilling Centre of capacity @ 25 Kilo Litres/Day is ready for commissioning. Both core facilities i.e. Cold Store of capacity @ 5000 Metric Tonnes/Day and Ware House of capacity @ 4200 Metric Tonnes/Day has been established.
3. Trade effluent generation is 04 KLD (only from milk chilling centre) and domestic effluent generation is 9.2 KLD
4. The Mega Food Park has installed ETP of capacity 500 KLD with components as Screen Chamber, Equalization Tank, DAF unit (with Poly Aluminum Chloride & Poly Dosing System), MBBR Biochip Reactor, Secondary Tube Settler, Storage Tank, Pressure sand filter, Sludge Drying Beds, Outlet. However, ETP has not been made operation as no major water polluting unit established in the Mega Food Park.
5. The Mega Food Park has installed primary treatment facility i.e Oil and grease trap followed by Septic tank for treatment of trade effluent generated from Milk chilling centre. The Mega Food Park has provided Septic tanks for treatment of domestic effluent generated from office section, warehouse, cold store and Milk chilling plant. Separate septic tanks installed for treatment of domestic waste water generated from sheller. Treated water is discharge onto land for plantation. Presently the discharge of the food park is very low thus the planation provided along the boundary wall is adequate for disposal of the treated effluent.
6. The mega food park has installed 01 DG set of capacity 180 KVA with canopy along with adequate stack height.
Thus Mega Food Park is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
Keeping in view of the above, it is recommended that:
A. Fresh ‘Consent to Operate’ under the Water Act, 1974 may be granted for a period upto 30.11.2030 for operation of Mega Food Industrial Park in an area of 15 acres (04 units, one sheller, one Milk chilling plant @ 25 Kilo Litres/Day, one Cold Store @ 5000Metric Tonnes/Day and one Ware House @ 4200Metric Tonnes/Day) along with discharge of Trade Effluent @ 04 KLD onto land for plantation after treatment in Primary Treatment Facility and Domestic Effluent @ 9.2 KLD onto land for plantation after treatment in septic tank subject to suitable conditions.
