It is submitted that the project proponent has applied for obtaining consent to establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 under green category for Residential Plots @ 67, EWS plots @ 12 alongwith requisite documents.
The project proponent has deposited Rs. 2900/- vide R no. 161843096 dated 17.12.2025 as consent to establish (NOC) fee and application form fee. The fee deposited by the project proponent is adequate for the period of one year against the total proposed cost of the project Rs. 62.65 lacs.
The project proponent has submitted approved layout plan from STP Jalandhar dated 26.11.2024 for 67 Residential Plots on ground floor and 12 EWS plots , project report, feasibility report.
The project proponent has submitted LOI for setting up colony under Instruction of Local Govt of Punjab dated 27.04.2021 read with Punjab Affordable colony policy 2021 (Area 3.402 acres) situated at village at Uttam Nagar, Naloyian (H.B no. 225) (Khasra no. 12//8(8-08) 9(8-0) 13/1 (2-18) 14/1(2-11) 7/2 (7-19) Tehsil & Distt Hoshiarpur issued by Municipal Town Planner, Municipal Corporation, Hoshiarpur vide no.26 dated 12.06.2025.
The project proponent has submitted partnership deed executed on 07.08.2025 vide which there are 03 no. partners i.e Mr. Daljit Singh S/o Sh. Diwan Singh Singh Resident of H.No. 181, Ward no. 3, Sham Chaurasi, Distt Hoshiarpur hereinafter referred to as party here to of the Ist Part) Mrs Amarjeet Kaur W/o Mr. Daljit Singh, Resident of Ward no. 3, Sham Chaurasi, Distt Hoshiarpur (hereinafter referred to as party hereto of the 2nd Part) and Mrs. Shilpi W/o Vanish Kumar R/o H.no. 301, Tulip tower, Belle view, Khurla Jalandhar (hereinafter referred to as party here to of the 3rd Part)
The project proponent has submitted NOC from Municipal Corporation, Hoshiarpur regarding connectivity of sewerage vide no. 4875 dated 24.11.2025.
The project proponent has submitted feasibility report regarding installation of STP of capacity 125 KLD based on MBBR Technology. The total water requirement of the project will be 144 KLD. Total wastewater generation of the project will be 115 KLD.
After treatment the treated waste water will be discharged onto green area/parks within the colony i.e 702 Sq.mtr and as per season wise calculation, 4 KLD will be utilized during the summer season and the remaining will be discharged into M.C sewerline.
The project proponent has proposed separate color coded bins for collection of solid waste, which will be lifted by authorized recycler.
The proposed site of the project was visited by the undersigned on 02.01.2026 and during visit and contacted Sh. Rohan Kumar (Representative) and it was observed as under:
1. The project is a residential project with 67 no. residential plots and is located on Dasuya Road adjoining to the Hargobind Nagar.
2. The project is in process of providing internal road and sewage network.
3. There is no air polluting unit within 100 mtr of the site and any MAH industry within 250 mtr of the site.
4. The project proponent has not yet started construction activity on any of the plot.
5. The project proponent has not yet started the construction work of STP components at site.
6. There is a 11 KVA domestic line crossing the site and as informed by the representative, a request has already been given to PSPCL for its removal.
From above and the layout plan approved by STP Jalandhar and LOI issued by Municipal Corporation, Hoshiarpur for affordable housing colony, it is clear that the site is suitable for development of housing colony/residential project.
In view of above, it is recommended that consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with suitable conditions and special conditions as under:
1. The project proponent shall remove the electric pole lines within one month.
2. The project proponent shall obtain consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 before allowing occupancy in the project.
3. The project proponent shall connect the internal sewage network after STP outlet with Municipal Corporation sewer before any occupancy.
4. The project proponent shall construct the STP in consonance with the development of the project.
