File Note: It is submitted that the project proponent has proposed to establish a residential colony namely M/s D.R.Estates, Fazilka (Punjab) over an area of 24.30 acres, bearing Khasra Nos. 545/2/1, 545/3, 548, 549, 567, 568/1, 568/2, 325//26, 11/1, 20, 21, 324//15, 16, 25, 341//1, 342//3/2, 4, 5, 6, 7/1, 7/2, 8, 13/1, 13/2, 14, 15, 17, 18, 19, 22, 23, 24, 371//1/2/2, 2/1, 2/2, 3/1/1, 3/1/2, 3/2, 8/1, 8/2, 9/1, 9/2, 12/1 situated at Old Fazilka Road, Area Village Abohar-1, Tehsil Abohar, Distt.Fazilka, for the development of a residential colony comprising 290 residential plots and 01 EWS plot............... The project proponent has applied for Consent to Establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. The details of the case are as under: 1. The project proponent has submitted a project report indicating the total proposed project cost, including land, as 917.00 lakhs. Accordingly, it has deposited ₹10800/- vide UTR/Ref No. 996264889 dated 16.09.2025 and ₹7200/- vide UTR/Ref No. 875693891 dated 19.12.2025 towards NOC fee, which is adequate for a period of one year................. 2. The project proponent has submitted a copy of the Letter of Intent (LOI) bearing Memo No. 2035 dated 09.06.2025 issued by the Competent Authority i.e. Commissioner, Municipal Corporation, Abohar, granting a license for setting up the colony “D.R.Estates” bearing Khasra Nos. 545/2/1, 545/3, 548, 549, 567, 568/1, 568/2, 325//26, 11/1, 20, 21, 324//15, 16, 25, 341//1, 342//3/2, 4, 5, 6, 7/1, 7/2, 8, 13/1, 13/2, 14, 15, 17, 18, 19, 22, 23, 24, 371//1/2/2, 2/1, 2/2, 3/1/1, 3/1/2, 3/2, 8/1, 8/2, 9/1, 9/2, 12/1 situated at Old Fazilka Road, Abohar, Village Abohar-1, Tehsil Abohar, Distt. Fazilka, The proposal is as per the layout plan approved by the Competent Authority vide Application No. PB/LOUT/FKA/ABОНА/933 dated 19.05.2025..................... 3. The project proponent has submitted a copy of the layout plan approved by the Competent Authority i.e. Commissioner, Municipal Corporation, Abohar vide No PB/LOUT/FKA/ABОНА/933 dated 19.05.2025 showing total area of 98297.97 sq. m covered by 290 residential plots and 01 EWS plot (4916.80 sqm). Total residential saleable area (excluding the EWS plot area) is 51207.49 sq.m and total non-saleable area is 42173.68 sqm. Hence, considering the max FAR of 2.1, the total built-up area of the project is less than 1,50,000 sq. m, hence it is not covered under provisions of the EIA Notification dated 14.09.2006.............. 4. As per the feasibility report, the project proponent has proposed the installation of a STP of 500 KLD capacity based on MBBR technology, comprising Screen Chamber, Oil & Grease Chamber, Sewage Collection-cum-Equalization Tank, MBBR Reactors I & II and Sludge Drying Beds............. The proponent has estimated water consumption and wastewater generation by assuming 15 persons per residential plot and 135 liters per person per day water use. Accordingly, about 470 KLD of wastewater will be generated. Out of this, 140 KLD of treated water will be recirculated for flushing and other purposes through a dual plumbing system and 60 KLD will be discharged into plantation/green area. The proponent has proposed 1.21 acres of plantation area (green park and roadside greenery within the premises), which is adequate to utilize around 60 KLD of treated effluent. Rest of the 270 KLD of the treated effluent will be discharged into the MC sewer. The PP has submitted NOC from Municipal Corporation, Abohar vide no. 3793 dated 06.10.2025 (copy attached) for discharge of treated domestic effluent into the MC sewer. ............. Moreover, the estimated total Solid Waste Generation from the Project will be 2610 kg/d which will be segregated at the source as bio-degradable and non-bio-biodegradable waste as per the SWM rules. The PP has also proposed in-situ remediation of the bio-degradable waste generated from the colony and the non-biodegradable will be handed over to MC Authorities.............. 5. The project proponent has submitted revenue records (Jamabandi) of the project site.............. 6. The project proponent has also submitted a Partnership Deed indicating that the firm consists of 08 no. partners. PP has submitted an authority letter in which Sh. Raj Kumar (one of the partners) is granted full authority to apply for all necessary documentation and sign any documents related to the concerned colony............... The proposed site of the project was visited by the undersigned on 02.01.2026 and the following observations were made: 1. The project site is located near Old Fazilka Road, Abohar, Village Abohar-1, Tehsil Abohar, Distt. Fazilka falling within the jurisdiction of Municipal Corporation, Abohar. .................... 2. There is no MAH unit within 250 meters of the project boundary. Additionally, no air-polluting industry exists within a 100-meter radius of the site. Similarly, there are no rice shellers or stone crushers within 500 meters and no cement plants, hot mix plants, or brick kilns fall within 300 meters of the project area................ In view of the above, if approved, it is recommended that Consent to Establish (NOC) may be granted to the project proponent under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, for the establishment of a residential colony namely Old Fazilka Road, Abohar, Village Abohar-1, Tehsil Abohar, Distt. Fazilka, over an area of 24.30 acres, bearing Khasra Nos. 545/2/1, 545/3, 548, 549, 567, 568/1, 568/2, 325//26, 11/1, 20, 21, 324//15, 16, 25, 341//1, 342//3/2, 4, 5, 6, 7/1, 7/2, 8, 13/1, 13/2, 14, 15, 17, 18, 19, 22, 23, 24, 371//1/2/2, 2/1, 2/2, 3/1/1, 3/1/2, 3/2, 8/1, 8/2, 9/1, 9/2, 12/1 situated at Old Fazilka Road, Area Village Abohar-1, Tehsil Abohar, Distt.Fazilka, for the development of a residential colony comprising 290 residential plots and 01 EWS plot, subject to the following conditions: 1. The project proponent shall install the STP as per the proposal prior to commissioning of the project.............. 2. The project proponent shall provide flow meters at the source of fresh water supply, recirculation section, and at the inlet and outlet of the STP, and shall maintain daily records of fresh water consumption and treated effluent utilization................... 3. The project proponent shall develop plantation over an area of 1.21 acres within the project premises for the disposal and utilization of treated wastewater, as proposed, before the commissioning of the project.............. 4. In case any of the documents submitted by the project proponent are found to be forged or incorrect, the Consent to Establish shall be deemed cancelled, and the Board shall not be responsible for any cost incurred by the project proponent in this regard........... 5. The project proponent shall ensure that the total built-up area (FAR basis) of the project remains below 1,50,000 sq. m. In case the built-up area exceeds 1,50,000 sq. m or the built-up area of any individual plot exceeds 20,000 sq. m, the project proponent shall be required to obtain Environmental Clearance as per the provisions of the EIA Notification dated 14.09.2006........... 6. The project proponent shall not use fresh water for the green areas or plantation within the project premises. Adequate arrangements shall be made for reuse of treated effluent for flushing through a dual plumbing system and/or for watering green areas. Any surplus treated effluent shall be disposed of into the MC sewer in an environmentally sound manner................. 7. The project proponent shall ensure that the municipal solid waste generated from the colony is handled in an environmentally sound manner. The biodegradable fraction of the waste shall be treated in-house in compliance with the provisions of the Solid Waste Management Rules, 2016............... 8. The project proponent shall develop vermicomposting or composting facilities to manage biodegradable solid waste and shall not throw, burn, or bury any solid waste in the open, outside the premises, or in any drain/water body................. 9. The project proponent shall ensure strict prohibition on the use of single-use plastics and thermocol disposable items such as water bottles, pouches, cups, plates, forks, spoons, straws, and decorative materials made of plastic or thermocol, or any other non-biodegradable material, within the project premises............... 10. This Consent to Establish is issued from a pollution control perspective only. The project proponent shall obtain all other statutory clearances and permissions from the concerned departments as required under applicable laws..............
