File Note: It is intimated that the industry is small scale red category unit. It was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2021/16585536 dated 19/10/2021, upto 30/06/2026 for production of B.B. Cups @ 5000 Numbers/Day & B.B. Axle @ 5000 Numbers/Day and for discharge of trade effluent @ 4000 Ltr./month from auto black process lifted by M/s J.B.R Technologies Pvt. Ltd., Ludhiana (CETP operator) and trade effluent @ 2000 Ltr/month from pickling process lifted by M/s J.B.R Technologies Pvt. Ltd. (Unit-II), Village Kohara, Ludhiana & Domestic effluent @ 0.2 KLD into sewer. ……………. The industry was surprisingly visited by officer of the Board on 14.11.2022 regarding identification of the chemicals used by the industry in its process of acid pickling as the industry has signed agreement with M/S J.B.R. Technologies Pvt. Ltd., Machiwara, Kohara, Ludhiana@ 1500 Ltr/month for lifting of effluent generated from acid pickling process. Accordingly, the effluent sample was collected from the from the acid pickling process of the industry and as per the results of analysis report, the industry has been found using both HCL and H2SO4 in the acid pickling tank. The industry is violating the provisions of Water (Prevention & Control of Pollution) Act, 1974 as it is lifting HCL to the re-processor facility. D. Thereafter, the industry was revoked consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 which is valid upto 30.06.2026. E. Accordingly, directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 were issued to the PSPCL authorities vide Board letter no. 739-41 dated 14.02.2023 that:- “That the authorities concerned shall disconnect the supply of electric available to the premises of subject cited industry.” F. Accordingly, in compliance to the above directions the electric connection of the industry was disconnected by the PSPCL authorities vide TDCO no. 298/106 dated 21.02.2023…………………….. G. Thereafter, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 through OCMMS, which was granted to the industry upto 22.02.2024 alongwith temporary restoration upto six months i.e. 22.02.2024……………………….. Thereafter, the industry was obtained auto-renewal consent to operate under the Water Act, 1974, which is valid upto 28.02.2025. Reminder were written to the PSPCL authorities for disconnection of electric connection and the PSPCL authorities has disconnected the electric supply of the industry……………… Now, the industry has applied for consent to operate under the Water Act, 1974 through OCMMS for manufacturing of B.B. Cups @ 5000 Numbers/Day and B.B Axle @ 5000 Numbers/Day and Trade Effluent @ 0.06 KLD : @ 1500 ltr/month for lifting of effluent generated from acid pickling process lifted by CETP operator i.e. M/s JBR Technologies Pvt. Ltd. (Unit II) Trade Effluent @ 0.16 KLD : @ 4000 ltr/month for lifting of effluent generated from auto black process lifted by CETP operator i.e. M/s J.B.R. Technologies Pvt. Ltd., Focal Point, Ludhiana and Domestic Effluent @ 1.8 KLD : Into Sewer…………The industry was visited by officer of the Board on 24.11.2025 and observed as under:- 1. The industry was in operation during the visit and engaged in the process of auto black and acid pickling process (using sulphuric acid) of cycle parts. 3. The industry has provided water meter on the source of fresh water supply to both the sections i.e. auto black and acid pickling & reading was noted to be 31.83 (auto black section) and 31.82 KL (pickling section) respectively. 4. The industry has signed agreement with M/s J.B.R. Technologies Pvt. Ltd. (Unit-2), Kohara, Ludhiana @ 1500 Ltr/month for lifting of effluent generated from acid pickling process. 5. The industry has signed agreement with M/s J.B.R. Technologies Pvt. Ltd., Focal Point, Ludhiana @ 4000 Ltr/month for lifting of effluent generated from auto black process. 6. The industry has provided 2 no storage tank of capacity 2000 ltr each and 500 ltr (pickling) and 600ltr (auto black) of trade effluent was lying stored in the tank. 6. The industry is maintaining the separate record of water consumed viz-a-viz effluent lifted of both the processes i.e. pickling process as well as auto black section. As per records, the industry has consumed 10.77 KL in pickling process and has lifted out 10 KL to JBR Kohara. The industry has consumed fresh water of 12.73 KL and has lifted out 12 KL to CETP operator and record was found in order. 7. The industry is discharging only domestic effluent into sewer. No bypass has been observed during the visit. 8. The industry has installed CCTV cameras at the said locations i.e. entry gate of processing shed, flow meter provided on freshwater supply provided for processing activities, effluent storage tanks and The industry has installed Monitoring Screen in their Office for in-house monitoring.8. The industry has been granted Temporary CTO under Water Act, 1974 twice after disconnection and has been found complying with the provisions of the said Act. As such, the industry is complying with the provisions of the Water Act, 1974. In view of above, it is recommended that: - 1. Electric connection of the industry may be further restored permanently. 2. Consent to operate under the Water Act, 1974 may be granted to the industry for regular period i.e. upto 30.06.2030, subject to the suitable conditions and specific as under: 1. The industry shall increase the capacity of effluent collection tank of both the sections, atleast equivalent to the CETP agreements, by providing additional storage tank…………. 2. The industry shall ensure that there is no unauthorized mode of wastewater disposal. The industry shall ensure that there is only a single fresh water supply for the industry and meters shall be provided for the water being used for process. ………………. 3. The industry shall maintain proper record of fresh water consumption and trade effluent generated & effluent got lifted by the CETP operator on daily basis. …………. 4. The record shall be available in the industry at all times, kept in a designated box in the process area to ensure easy and ready accessibility to record keeper as well as regulatory authority. In case, the record is not maintained by the industry, it will be presumed that the industry is disposing of its wastewater illegally and action as deemed fit shall be taken in accordance with law…………… . Competency to restore electric connection- CEE (L) in concurrence with Hon’ble Chairperson of the Board ……….Competency to grant CTO -SEE, ZO-2, LDH.
