CTE/Fresh/BTI/2023/23405318 dt. 05.09.2023, with validity upto 04.09.2024 for establishment of hot mix plant to prepare premix @ 120 TPH, subject to the conditions mentioned therein…………….. • Now, the industry has applied for fresh consent to operate under the Water Act, 1974 and Air Act, 1981 for operation of hot mix plant to prepare premix @ 120 TPH under orange category……………… • The industry has deposited the consent fee Rs. 21,600 (including NOC extension in validity fees) Vide Receipt no. 974848849 dated 18.12.2025 under the Water Act, 1974 and Rs 21,600 vide Receipt no. 404568073 dated 18.12.2025 under the Air Act, 1981, which is adequate upto 30.09.2030 against the fixed asset of Rs. 53 lac as per the C.A. certificate dated 16.12.2025………………………. • As per certificate no. 1542 dated 28.08.2023 issued by DTP Bathinda, the site does falls under any notified LPA /Master plan…………….. • The industry has also submitted revenue report issued by the Tehsildar, Maur report vide No. 788 dated 17.08.2023…………. • RO has reported that as per DTP certificate and revenue report, the industry is meeting with siting guidelines prescribed for Hot Mix Plants…….. • The industry was visited by AEE of RO Bti on 19.12.2025 and observed that: 1. The hot mix plant was not in operation during visit……………… 2. The industry has installed Batch type Hot Mix plant and has installed Mutli-cylones followed by Bag Filter as APCD……………. 3. The hot mix plant has provided stack of adequate height with Bag Filter alongwith adequate sampling facility to collect the emission sample…………. 4. The hot mix plant has provided canopy with D.G set of 380 KVA installed by it alongwith stack of adequate height………………… 5. The hot mix plant has provided stack of adequate height with bitumen heater installed by it……………….. 6. The hot mix plant has stabilized the vehicular movement area, within its premises with stone aggregates and has made arrangement for sprinkling of water through flexible pipe to suppress the dust emissions during movement of vehicles……………………. 7. The hot mix plant has provided septic tank for treatment of its domestic effluent with provision to discharge onto land for irrigation……………….. 8. The hot mix plant has made fresh plantation along its boundary area…………. 9. The plant has installed centralized control panel/cabin capable of pre-setting controlling/synchronizing all operation, starting from feeding of cold aggregates to the discharges of hot mix to ensure proper mixing………………….. • The visiting officer has verified compliance of siting & environmental guidelines issued by MOEF&CC vide notification dated 18.05.2023 for Hot Mix Plants and submitted point wise compliance status……… • RO has reported that the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed for such industries and has recommended for grant of consents to operate under the Water Act, 1974 & Air Act, 1981 upto 30.09.2030 …………………………. • From the report of visiting officer, the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as siting & environmental guidelines issued by MOEF&CC vide notification dated 18.05.2023. Moreover, the industry has submitted Building map/Site Plan signed by Competent Person approved under Punjab Factory Act………….. Keeping in view of above and recommendations of R.O., if approved, the industry may be granted Consent to operate under the under the provisions of the Water Act, 1974 & the Air Act, 1981 upto 30.09.2030 with following special conditions: - 1. The industry shall submit operational schedule of Hot mix plant and get air emission sample analysed from Board Lab within 03 months……………. 2. The industry is bound to comply with all terms and conditions imposed by DTP Bathinda vide letter no. 1542 dated 28.08.2023 …………… 3. The industry is bound to comply with the zoning regulations of Master Plan as and when notified……….. 4. PPCB shall not be liable for any loss incurred in case site of the industry falls under non-conforming zone as per notified Master Plan………… 5. The industry is bound to comply with siting & environmental guidelines issued by MOEF&CC vide notification dated 18.05.2023 and its subsequent amendments at all times……. 6. The industry shall operate all the pollution control devices regularly and efficiently so as to achieve the prescribed standards………….. 7. The industry shall install separate energy meter with APCD shall maintain its record on daily basis…………. 8. The industry shall obtain permission from Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with the guidelines prescribed by it……………. 9. The industry shall install water meter at fresh water supply and shall maintain its record on daily basis……….. 10. The consent to operate is being granted from pollution angle only. The industry shall obtain necessary statutory permission from the other concerned department, as applicable…………… 11. The industry shall not generate/ discharge any trade effluent without obtaining prior written permission of the Board. 12. The industry shall ensure that there is no pollution/nuisance in the vicinity with the operation of the industry. 13.
