Kindly peruse the note/report sent by EE, RO, Patiala.
Certain observations raised by this office and now RO has replied to the same, which may kindly be perused.
In view of above and report/ recommendations sent by EE, RO, Patiala, if approved, the Industry may be granted consent to establish (NOC) under the provisions of water act, 1974 and year act 1981, for 01 year, subject to suitable conditions, conditions as imposed by RO and following addition conditions:
1. The project proponent shall install Sewage treatment plant (STP) its premises for treatment of domestic effluent to be generated from the project, before starting any operations at the site.
2. The project proponent shall not start any operations at the site, without obtaining prior consent to operate from PPCB.
3. The pp shall keep adequate plantation area for disposal of treated waste water, in good conditions, at all times.
4. The adequacy/ efficacy of the pollution control arrangements & disposal scheme/arrangements shall be the sole responsibility of the project proponent and the pp shall be bound to implement/ upgrade its pollution control & disposal arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time.
5. The pp shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/ choe/ nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
6. The project has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances/ permissions from all other concerned departments.
7. The project proponent shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/ or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time.
8. The consent is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form and during hearing. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.
9. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/ or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
