1. The industry has submitted letter issued by DTP, Ludhiana vide no. 443 dated 20.02.2023 which mentions as under :- “ਸਾਈਟ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ ਸਮਰਾਲਾ (2012-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਖੇਤੀਬਾੜੀ ਜੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਇਕਾਈ ਮੌਕੇ ਤੇ ਚੱਲ ਰਹੀ ਹੈ। ਇਸ ਜੋਨ ਵਿੱਚ ਡਿਪਾਰਟਮੈਂਟ ਆਫ ਹਾਊਸਿੰਗ ਐਂਡ ਅਰਬਨ ਡਿਵੈਲਮੈਂਟ (ਹਾਊਸਿੰਗ-2 ਬਰਾਂਚ) ਦੇ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ PS/PSHUD/206 ਮਿਤੀ 12.11.2021 ਦੇ ਅਨੁਸਾਰ ਉਦਯੋਗਿਕ ਇਕਾਈਆਂ ਆਗਿਆ ਯੋਗ ਹਨ। ਆਪ ਸਾਈਟ ਵਿੱਚ ਕੋਈ ਵੀ ਗਤੀਵਿਧੀ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਪਾਲਿਸੀ ਅਨੁਸਾਰ ਰੈਗੂਲਾਈਜ ਕਰਵਾਉਣ / ਸਬੰਧਤ ਵਿਭਾਗ ਡਾਇਰੈਕਟਰ ਆਫ ਫੈਕਟਰੀਜ ਪਾਸੋਂ (ਮੁਤਾਬਕ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੂੰ 13/41/2021-6HG2/2684 ਮਿਤੀ 19.10.2022) ਸੀ.ਐਲ.ਯੂ/ਬਿਲਡਿੰਗ ਪਲੈਨ ਪਾਸ ਕਰਵਾਉਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ ਅਤੇ ਆਪ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ, ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜ਼ਾਂ ਅਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਵਲੋਂ ਸਮੇਂ ਸਮੇਂ ਤੇ ਜਾਰੀ ਗਾਈਡਲਾਈਨਜ/ਰੂਲਜ/ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੂੰ ਵੀ ਮੰਨਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ”
2. The industry is an orange category and small-scale existing unit. As per Department of Housing and Urban Development notification no. PS/PSHUD/206 dated 12.11.2021, the industry has submitted its building plan approved from the architect of Director of Factories, Punjab.
3. According to the notification, the unit is falling in Agriculture zone and is meeting the sitting criteria i.e. distance from Abadi of minimum 50 pucca houses is more than 250 m and distance from Abadi of 15 pucca houses is more than is 100 m. Hence, the unit is meeting the prescribed siting guidelines.
In view of the above, it is recommended that: -
1. Electric connection of the industry may be restored permanently.
2. ‘Consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981may be granted upto 30.09.2028.
