The project proponent has applied for obtaining consent to establish (NOC) under the Water Act, 1974 and the Air Act, 1981 under orange category……..

The project proponent has submitted project report, wherein the total cost of the project has been mentioned as Rs 616.91 lacs. The project proponent has deposited Rs. 18000/- vide online R no. 305977686 dated 12.10.2025 as NOC fee, adequate for a period of one year as per Board’s circular vide no. 524 dated 29.10.2018………
The project proponent has submitted LOI from the Competent Authority-cum-Additional Deputy Commissioner(G), Sri Muktsar Sahib vide letter no. ADC-G(UD)-2025/1507 dated 20.08.2025 to the Imperia Greens through Mr. Baldev Singh Brar for setting up a residential plotted Colony in a total area of 111 Kanals, 10 Marlas, (67457.5 sq. yards) situated in revenue estate Sri Muktsar Sahib-2, Hadbast No.54, Sri Muktsar Sahib, Distt Sri Muktsar Sahib, Khatoni No.920, Killa No.7 (8-0), Khatoni No.924, Killa No.15/1 (4-0), 15/2 (4-0), 16 (8-0), Khatoni No.923, Killa No.14 (8-0), 17/2 (3-13), Khatoni No.925, Killa No.17/1 (4-8), 24/1 (3-17), Khatoni No.927, Killa No.24/2 (4-3), Khatoni No.921, Killa No.6/2 (8-0), Khatoni No.927, Killa No.4 (7-11), Khatoni No.928, Killa No.25 (8-0), 5 (7-11), Khatoni No.918, Killa No.26/1 (4-13), Khatoni No.932, Killa No.6 (8-0), Khatoni No.994 to 996, Killa No.26/2 min (50-4), 26/2 min (47-4), 26/2 min (53-0), Khatoni No.917, Killa No.14 (4-0), 15/1 (5-8), 16/1/2 (2-12), 17/1 (4-0), 18/2/2/1 (0-9), 18/2/3/1 (0-1), under rule H(3) of PAPRA Rules, 1995………
The project proponent has submitted approved building plan of the colony, digitally signed by the Competent Authority of Govt., bearing File no. PB/LOUT/MKS/SRIMS/1245 Dated 18.08.2025 showing area covered by 115 no. residential plots as 29243.13 sq. meters, EWS area of 2799.75 sq. meters. Taking maximum FAR of 1:2.1 for residential and EWS plots, the FAR area will be 67290.048 sq. meter. Total FAR area or built-up area will be 67290.048 sq. meter which is less than 1,50,000 sq. meters. As such, the project not covered under the EIA notification dated 14.09.2006………………
The project proponent has submitted the revenue record in the form of a registered document, which shows that the land measuring 76 kanals 3 marlas belongs to Sh. Baldev Singh, proprietor of the establishment. The project proponent has also submitted 03 no. copies of irrevocable letter of consents for land area of 35 kanals 7 marlas in favour of promoter Baldev Singh s/o Gurnek Singh s/o Dalip Singh r/o Bhan Singh Sandhu Street, near Bus Stand, Malout Road, Sri Muktsar Sahib, wherein land area of premises has been used by the firm for establishment………
The Tehsildar, Sri Muktsar Sahib has sent his report which reproduces that –
The land measuring 76 K 03 M belongs to Baldev Singh s/o Gurnek Singh s/o Dalip Singh, land measuring 12 K 171/2 M belongs to Ramandeep Singh s/o Gurjant Singh s/o Natha, land measuring 12 K 171/2 M belongs to Amandeep Singh s/o Gurjant Singh s/o Natha and land measuring 09 K 12 M belongs to Balwant Kaur w/o Darshan Singh s/o Natha, Deepinder Singh Johar, Captain Singh Johar s/o Darshan Singh Johar, Amandeep Kaur d/o Darshan Singh Johar s/o Natha……..
The area under the site falls within M.C. limit……….

The project proponent has submitted a self-declaration wherein it has been stated as under: -
I, Baldev Singh Brar S/o S. Gurnek Singh R/o Bhan Singh Sandhu Street Near Bus Stand, Malout Road, Sri Muktsar Sahib.
I, the above-named deponent affirmed and declare as under
That I am the sole proprietor of the project Imperia Greens Near Radha Swami Dera Malou Road, Sri Muktsar sahib
That no other person or persons have any interest or right in the above said firm.
The project proponent has submitted feasibility report, wherein the project proponent has calculated the water consumption and wastewater generation from the usage of fresh water by considering 5 person per plot in residential plots and water consumption @ 135 ltr/day by per person making total water consumption of 77.625 KL/Day and waste water generation is 62.10 KL/Day. Out of 62.10 KL/Day of treated effluent, 30 KL/Day will be reused in flushing /Dual Plumbing and 32 KL/Day of the treated water will be disposed into plantation area…….
Further, as per site plan, PP has proposed plantation area of 49621.34 sq. ft. or 4609.97 sq. meters or 1.13 acres will be developed inside colony (green area +parks) and this plantation will be capable to intake about 32 KLD of effluent………
Moreover, the project proponent has also calculated the water consumption and wastewater generation from the usage of fresh water by considering 15 person per plot in residential plots and water consumption @ 135 ltr/day by per person and water consumption of other entities as per Boards guidelines, making total water consumption of 233 KLD of the colony. Total 190 KL/Day of wastewater will be generated. Out of the 190 KL/Day treated effluent, approximately 120 KL/Day will be reused for flushing, gardening, in dual plumbing and 70 KL/Day of the treated water will be disposed into plantation area.……..
The project proponent has proposed to install a Sewage Treatment Plant (STP) of 190 KL/day capacity based on FAB/MBBR technology for the treatment of domestic wastewater. The components of the proposed STP includes Screening Chamber, Oil and Grease Chamber, Sewage Collection-cum-Equalization Tank, MBBR Reactors I & II, Secondary Tube Settler, Filter Feed Tank, Pressure Sand Filter, Activated Carbon Filter, Hypo Dosing System, and Sludge Holding Beds……..
Moreover, the project proponent has calculated the solid waste generation by considering an occupancy of 5 persons per plot, resulting in a total generation of 288 kg/day, of which 144 kg/day (50%) is biodegradable. The project proponent has proposed to treat the biodegradable fraction through aerobic compost pits. A total of three honeycomb pits, each measuring 3 m × 3 m × 3 m, will be developed within the project premises for composting of the biodegradable waste…….
The project proponent has submitted a letter issued by Municipal Council, Sri Muktsar Sahib vide no. 3648 dated 23.12.2025 which reproduces as:
Imperia Greens Through (Partner's Baldev Singh) ਕਲੋਨੀ ਜੋ ਕਿ ਪਾਪਰਾ ਐਕਟ ਅਧੀਨ ਪਾਸ ਕੀਤੀ ਗਈ ਹੈ, ਨੂੰ ਨਗਰ ਕੌਂਸਲ ਸ੍ਰੀ ਮੁਕਤਸਰ ਦੇ ਸੋਲਿਡ ਵੈਸਟ ਮੈਨੇਜਮੈਂਟ ਅਤੇ ਕਲੋਨੀ ਦੇ ਪਾਣੀ ਦੇ ਡਿਸਚਾਰਜ ਨੂੰ ਭਵਿੱਖ ਵਿੱਚ ਨਗਰ ਕੌਂਸਲ ਦੇ ਐਸ.ਟੀ.ਪੀ ਵਿੱਚ ਜਾਣ ਬਾਰੇ ਕੋਈ ਇਤਰਾਜ ਨਹੀਂ ਹੈ ਕਿਉਂਕਿ ਜੋ ਸੀਵਰੇਜ ਟ੍ਰੀਟਮੈਂਟ ਪਲਾਂਟ ਦਾ ਵੈਸਟ ਪਾਣੀ ਲੈਣ ਵਿੱਚ ਸਮਰੱਥ ਹੈ।
The proposed site of project was lastly visited by AEE of the board on 12.12.2025 and following observations were made: -
The site of the project falls on the Sri Muktsar Sahib-Malout Road. The project proponent was in the process of carrying out boundary wall at site.….
The site is surrounded by agricultural land on one side, is adjoining the Radha Swami Dera and a cold store on the other side, and has vacant land on the third side……..
There is no MAH unit within the 250 mtrs from the boundary of the project. There is no air polluting industry is located within 100 meters radius of the subject cited project…………
Keeping in view the above, the project proponent has proposed adequate facilities for the treatment and disposal of domestic effluent and solid waste generated.......
Therefore, it is recommended that the application of the industry for obtaining consent to establish (NOC) under the Water Act, 1974 and the Air Act, 1981 may be considered and NOC may be granted to the industry………
