It is submitted that the industry is small scale red category.
Earlier the industry was surprisingly visited by officer of the Board and newly identified and it was observed as under: -
1. The industry was in operation and was running its unit on the new name of M/s Guru Kirpa Enterprises.
2. The industry was engaged in process of zinc plating along with the pickling process.
3. The industry has installed 02 zinc tanks, 08 barrels, 02 electric ovens, 03 dryers, 05 cleaning tanks, 10 dip tanks and 02 acid pickling tanks.
4. The industry has installed water meter for the fresh consumption of water and reading was 15.33 kl.
5. The industry has installed a storage tank of capacity approx. 12000 L for its trade effluent generated and approx. 7000 L was laying stored during visit.
6. The industry has not made an agreement with the CETP operator for lifting its trade effluent. However, no bye-pass was observed during visit.
7. The industry has not provided any record for its water consumption and trade effluent generated.
8. The representative of the industry informed that they have shifted their unit from Guru Kirpa enterprises, D-82A, Phase-5, Focal Point, Ludhiana.
9. The industry is running its unit without obtaining Consent to Establish/Consent to Operate from the Board under the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981.
Thereafter the industry was issued directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 vide letter no. 7240-41 dated 18.12.2025 for disconnection of the electric supply alongwith sealing of water polluting machinery and D.G. set.
Now, the industry has applied for Consent to Operate under the Water Act, 1974 through OCMMS for ZINC PLATING OF CYCLE PARTS/AUTO PARTS/HARDWARE GOODS/AGRICULTURE PARTS @ 6 TPD. It is pertinent to mention here that the industry has submitted a written request in this office stating that the industry has not discharged any trade effluent into the sewer at any stage and does not have any unauthorized mode of disposal. All generated trade effluent is being properly collected and stored in the designated storage tank within our premises from the date of the commissioning of the industry. Also, the industry has requested to restore the electricity connection of the industry at the earliest and grant the consent for a period of five years.
The industry has deposited CTO fee of amounting to Rs. 2940/- vide R.no. 322929772 dated 24.12.2025 and Rs. 5600/- vide R.no. 250064679 dated 31.12.2025 under the Water Act, 1974, which is adequate upto 22.12.2030.
The industry was visited by the AEE alongwith EE, RO-4, Ludhiana on 30.12.2025 and it was observed as under: -
1. The industry was engaged in process of zinc plating along with the pickling process.
2. The industry has installed 02 zinc tanks, 08 barrels, 02 electric ovens, 03 dryers, 05 cleaning tanks, 10 dip tanks and 02 acid pickling tanks.
3. The industry has installed a storage tank of capacity approx. 12000 L for its trade effluent generated and approx. 5000 L was laying stored during visit.
4. The industry has made an agreement with M/s JBR Technologies Pvt. Ltd, Focal Point, Ludhiana @ 20000 ltr/month for lifting of trade effluent.
5. The industry has provided water meter on the source of fresh water supply.
6. The industry has submitted layout plan approved by the Competent Person.
7. The industry has submitted rent deed as a proof of date of commissioning i.e., 22.12.2025.
8. The industry is located at designated zone as per Master Plan Ludhiana i.e., Phase-6, Focal Point, Ludhiana. As such the site is suitable for such type of industry.
9. No boiler/furnace/D.G. set has been installed by the industry.
10. The industry was earlier operating its unit at D-86, phase - V, focal point, Ludhiana and has lifted out all the trade effluent to CETP. The same was verified by the concerned officer and the tank was found empty. The industry has submitted receipt of JBR, CETP for lifting of leftover effluent to the CETP (photographs attached).
11. The industry is now complying with the provisions of the Water Act, 1974.
As such, the industry is complying with the provision of the Water Act, 1974.
In view of above, it is recommended that: -
1. Electric connection of the industry may be restored permanently considering the request submitted by the industry.
2. Consent to operate under the Water Act, 1974 may be granted upto 30.06.2030 with suitable policy as per the Board and special conditions that: -
1. The industry will be only disposing its trade effluent to CETP operator.
2. The industry will submit the record on monthly basis to Board.
3. The industry shall ensure that the lifting shall be made at least 2-3 times in a month.
4. The industry shall provide the capacity of effluent collection tank, atleast equivalent to the CETP agreement, by providing additional storage tank.
5. The industry shall install CCTV cameras with 30 days backup within 15 days, facing towards a) entry gate of processing shed b) flow meter provided on freshwater supply provided for processing activities c) effluent storage tanks d) any other suitable point deemed fit to ensure that whole of the water consumed is metered and whole of the trade effluent is lifted to CETP operator The industry shall maintain in-house monitoring mechanism through mobile phone/ office screen for visualizing the above CCTV cameras so as to ensure that no intentional or unintentional lapse happens and no untreated effluent is bye-passed.
6. The industry shall ensure that there is no unauthorized mode of wastewater disposal.
7. The industry shall ensure that there is only a single fresh water supply for the industry and meters shall be provided for the water being used for process.
8. The industry shall maintain proper record of fresh water consumption and trade effluent generated & effluent got lifted by the CETP operator on daily basis.
9. The record shall be available in the industry at all times, kept in a designated box in the process area to ensure easy and ready accessibility to record keeper as well as regulatory authority. In case, the record is not maintained by the industry, it will be presumed that the industry is disposing of its wastewater illegally and action as deemed fit shall be taken in accordance with law.
