The RO is required to submit its comments regarding the same. In the feasibility report, it has been observed that the estimated population of EWS plots has been taken as 4 persons per plot; which is not aligned with the the norms adopted by the Board for estimating population and water requirement for Building Construction/ Area Development projects which were circulated vide Board’s no. 24741-43 dated 30.09.2024. Reply: As per the calculations the EWS plots has been taken as 4 persons per plot. However, as per the population and water requirement vide letter no. 24741-43 dated 30.09.2024, there is no category mentioned for the EWS plots. However, taking the population as 15 persons/plot as for residential plots, 462 no. of additional population is added results in additional water demand of 62.37 KLD and wastewater generation of 49.9 KLD. Out of which, 20.79 KLD of water will be reused into flushing and 29.9 KLD of additional water will be disposed onto sewer. 3. RO to clarify regarding the present status of terminal STP of Derabassi wherein the project proponent has proposed for disposal of its excess treated effluent and if the said STP has surplus treatment capacity to take up the proposed effluent load. Reply: The terminal STP of the Derabassi is operational under the capacity and the approvals for connection of sewerage is provided by the EO Derabassi to the projects where sewer line is already laid in consonance to the wastewater generation estimates from those areas. Further, the additional STPs are under the plan for the areas of where connectivity of sewer is not there. 4. The RO has commented that "The project proponent has proposed to develop for establishment of a Residential colony having 343 no. affordable housing plots, EWS Plots @ 42 Numbers/day, Commercial Plots @ 35 no. and Community Centre (Having 1185.62 sq. yard) in an area of 14.05 acres, which is less than 50 hectares, as such, the project is not covered under schedule 8 (b) of the EIA notification dated 2006. " However, it is also required to comment on the built-up area of the project based on the max. achievable FAR of all components as per the Punjab Unified Building Rules, 2025 and submit clear comments if the project is covered under the ambit of EIA notification dated 14.09.2006. Reply: As per the site, the total area is 14.05 acres i.e. 56858.333 sqm. Further, by taking FAR of 2.1, the total permissible built-up area comes out to be 119402.49 sqm. However, the actual built-up area will be below 119402.49 sqm by virtue of the permissible ground coverage. As such, the total built area will be less than 1,50,000 sqm hence, schedule 8 (b) of the EIA notification dated 2006. 5. It is required to clarify if the engineering and fabrication units mentioned near to the project site in the agenda report, such as Pranav Doors, SG Solar and Road Safety, Anju Industries etc. have any process emission stacks such as powder coating/ spray painting/ shot blasting etc. and the distance of the said industries from the proposed site. Reply: The industries mentioned in the agenda are the engineering and fabrication industries wherein, no emission stacks have been observed. As such, no powder coating/ spray painting/ shot blasting etc. is done in the industries and the industries are purely engineering and fabrication units with tools such as, presses, drills and welding operations. Further, the distance of these industries within the 50-150 m of the site.
