File Note: Earlier the HCF was granted ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 vide No. CTOW/Renewal/LDH1/2025/28462431 dated 10.06.2025 valid up to 10.12.2025 and under Air (Prevention & Control of Pollution) Act, 1981 CTOA/Renewal/LDH1/2025/28462457 dated 10.06.2025 valid up to 10.12.2025. The HCF has now applied for renewal of 'Consent to Operate' under Water Act (Prevention & Control of Pollution), 1974 and Air Act (Prevention & Control of Pollution) ,1981 for 70 beds. To verify the facts the HCF was visited by the officer of this office on 23.12.2025 and observed as under :- 1. The HCF was in operation during the visit. 2. The HCF is a 70 bedded facility. 3. The HCF has made an agreement with the CBMWTF M/s Medicare Environment Management (P) Ltd., Ludhiana for lifting of its Bio-medical Waste and valid up to 31.07.2028. 4. The HCF has provided needle shredders at generation point. The sharp part is treated with 1% sodium hypochlorite solution, which is finally disposed off to M/s Medicare Environment Management (P) Ltd., Ludhiana 5. The HCF is adopting proper colour coding and segregating its waste as per Biomedical Waste Management Rules 2016. 6. The HCF is maintaining proper record of daily Biomedical waste generation and lifting of its BMW to the CBWTF. 7. The HCF has installed 2 no. D.G sets of capacity 160 KVA & 62.5 KVA with acoustic canopy and adequate stack height. . In view of above, it is recommended that 'Consent to Operate under Air Act, 1981 may be granted to the HCF up to 31.03.2030 with suitable conditions as per policy of the Board and additional conditions as under:- 1. The HCF shall comply with the Bio Medical Waste (Management & Handling) Rules, 2016, in true letter & spirit and various orders issued by the Board from time to time. 2. The HCE shall segregate Bio Medical Waste as per Bio-Medical Waste (Management & Handling) Rules, 2016 . 3. The HCF shall use syringes with fixed needles and shall provide Puncture proof containers for the collection of the sharp waste. (comp.SEE )
