File Note: It is submitted that the point-wise clarifications raised by the Environmental Engineer, ZO Bathinda, are furnished as under: – 1. The agenda note has been generated. 2. As per the Guidelines for Entrepreneurs for Compliance of Environmental Laws issued by the Board (Clause 4.2.9, Page 55), Hotel / Motel / Inn / Lodge / Guest House /Restaurant / Banquet Hall / Marriage palace outside MC limit, the project proponent has submitted a certificate issued from the District Town Planner vide memo no. 1649-STP(B) HZBP-MKT dated 26.11.2025 of the concerned area to the effect that site is suitable as per the statuary. A condition may be imposed that the project proponent shall submit the approved building plan from the Competent Authority prior to obtaining Consent to Operate (CTO) from the Board. 3. The Project Proponent has submitted a revised undertaking dated 31.12.2025, proposing construction of 38 rooms (accommodating 76 persons, considering 2 persons per room), three banquet halls (with a total capacity of 500 persons), and employment of 50 staff members. As per the standard norms adopted by SEIAA/SEAC, freshwater requirement has been calculated as: o 180 LPCD for hotel guests, o 75 LPCD for banquet/event visitors, and o 45 LPCD for staff members. Accordingly, at full occupancy (i.e., simultaneous functions in all banquet halls), the freshwater requirement for banquet halls including staff members works out to 39.75 KLD, and wastewater generation to 31.8 KLD. Freshwater consumption for hotel rooms is 13.6 KLD, and wastewater generation is 10.9 KLD. Thus, the total wastewater generated from the premises is 42.7 KLD. 4. The Project Proponent has informed that, inadvertently, while applying for Consent to Establish (CTE), details regarding freshwater consumption, wastewater generation, and disposal were not filled in the online application form. The same have now been duly submitted through the revised undertaking. 5. It is further submitted that, due to inadvertence, the wastewater generation details mentioned in the feasibility report and the earlier processed case were incorrect. The revised and correct wastewater generation details have been provided in point no. 3 above, as per SEIAA guidelines. 6. As per the revised undertaking, the Project Proponent has proposed a maximum of five functions per month across all three banquet halls. Accordingly: o Wastewater generated per day from all three banquet halls during functions: 31.8 KLD o Wastewater generated per month: 31.8 KLD × 5 days = 159 KL o Average wastewater generated per day from banquet halls: 159 KL ÷ 30 days = 5.3 KLD The average wastewater generated from the hotel section (assuming 100% occupancy for the month) is 10.9 KLD. Hence, the average total wastewater generated from the premises is 16.2 KLD, comprising: o 5.3 KLD from banquet halls, and o 10.9 KLD from the hotel section. Since the marriage palace is seasonal in nature, there will be a maximum of five functions per month (tentatively) per banquet hall. However, sufficient storage capacity has been provided to cater to a higher-than-anticipated load (i.e., 8–10 functions per month per banquet hall). The wastewater generated during functions shall be collected in a storage tank of 430 cubic metres capacity (Amended). Wastewater from the hotel section has been calculated assuming continuous 100% occupancy; however, the marriage palace will remain occupied for a maximum of five days per month. Accordingly, wastewater shall be treated batch-wise through an ETP-cum-STP of 20 KLD capacity during non-function periods. Considering the average wastewater generation of 16.2 KLD and an overloading factor, an ETP-cum-STP of 20 KLD capacity has been proposed. The treated water shall be: o Disposed to Karnal Technology / green area plantation (15 KLD) over 0.5-acre area, o Reused for dual plumbing (4.5 KLD), and o Utilized for sprinkling on green areas and internal roads (0.5 KLD) to suppress dust emissions, after adequate treatment through the ETP-cum-STP. 7. The total built-up area of the project is 5,963.7 sq. m., which is less than 20,000 sq. m.; therefore, the project does not fall under the purview of the EIA Notification, 2006. 8. As per CPCB letter vide No. CP-18/1/2023-IPC-VI-HO-CPCB-HO dated 12.02.2025, regarding harmonization of classification of industrial sectors (Clause 4.3, Page 98), hotels/banquet halls having room facilities, including hotels up to 3-star category or those having more than 20 rooms but less than 100 rooms, fall under the Orange Category. 9. As per the Guidelines for Entrepreneurs for Compliance of Environmental Laws issued by the Board (Clause 6.3.7, Page 112), for non-star hotels, restaurants, inns, motels, and banquet halls, the competency lies with the Senior Environmental Engineer. 10. As per the Tehsildar’s report and field verification, the project site is located outside the Municipal Committee limits. In view of the above, if approved, it is recommended that Consent to Establish (NOC) may be granted to the Hotel-cum-Banquet Hall covered under the Orange Category as per board’s industrial categorisation for the establishment of Hotel-Cum-Banquet Hall subjects to the usual conditions and special condition that: 1. The project proponent shall submit the approved Building Plan from the competent authority before obtaining consents of the board under the Water Act, 1974 & the Air Act, 1981 2. The project proponent shall obtain the permission for abstraction of groundwater from the competent authority and submit the same prior to commencement of operations of the unit.
