It is submitted that Kitty Industries (Pvt) Ltd. is large scale orange category baking unit. Earlier the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Varied/LDH1/2023/22873099 dated 07.08.2023 valid up to 31.03.2026 and CTOA/Varied/LDH1/2023/21651042 dated 17.07.2023 valid up to 31.03.2025 for manufacturing of Bread & Allied @ 80 Metric Tonnes/Day, Rusks & Allied @ 5 Metric Tonnes/Day, Namkeen & Allied @ 5 Metric Tonnes/Day, Sweets & Allied @ 5 Metric Tonnes/Day, Bakery & Allied @ 5 Metric Tonnes/Day by using Besan @ 2 Metric Tonnes/Day, Maida @ 58.3 Metric Tonnes/Day, Salt @ 1.8 Metric Tonnes/Day, Sugar @ 5.25 Metric Tonnes/Day, Ghee/Vegetable Oil @ 2.5 Kilo Liters/Day, Soya Flour @ 0.8 Metric Tonnes/Day, Yeast @ 2.4 Metric Tonnes/Day, Milk Powder @ 0.1 Metric Tonnes/Day, Gluten/Calcium @ 0.4 Metric Tonnes/Day, Water @ 42.15 Metric Tonnes/Day, Petha & Allied @ 3.3 Metric Tonnes/Day, Mixture @ 1.9 Metric Tonnes/Day. As per granted consent, Industry had installed 15 no. HSD fired ovens, 4 no. HSD fired friers, 2 no. HSD baby boilers of 0.6 TPH and 0.4 TPH Capacity. The Industry generates 200 KLD of waste water which consists of 125 KL of domestic wastewater whereas 75 KL is process generated. This 200 KL of treated wastewater is disposed on to land for plantation after treatment in STP. No special conditions were imposed during the grant of consents..................................................................................................... Now, the industry has applied for varied Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Bread & Allied @ 80 Metric Tonnes/Day, Rusks & Allied @ 5 Metric Tonnes/Day, Namkeen & Allied @ 5 Metric Tonnes/Day, Sweets & Allied @ 5 Metric Tonnes/Day, Bakery & Allied @ 5 Metric Tonnes/Day from Besan @ 2 Metric Tonnes/Day, Maida @ 58.3 Metric Tonnes/Day, Salt @ 1.8 Metric Tonnes/Day, Sugar @ 5.25 Metric Tonnes/Day, Ghee/Vegetable Oil @ 2.5 Kilo Liters/Day, Soya Flour @ 0.8 Metric Tonnes/Day, Yeast @ 2.4 Metric Tonnes/Day, Milk Powder @ 0.1 Metric Tonnes/Day, Gluten/Calcium @ 0.4 Metric Tonnes/Day, Water @ 42.15 Metric Tonnes/Day, Petha & Allied @ 3.3 Metric Tonnes/Day & Mixture @ 1.9 Metric Tonnes/Day. There is no change in the product details however there has been changes in fuel and machinery which are further elaborated in following paragraphs............................................................................................................................. As per last CA certificate dated 31.03.2023, Gross fixed assets were of Rs. 77.69 Crores which included land assets of 3.3 Crore, Factory land & Building as 32.42 Crore, Plant & Machinery 15.84 crores and other assets as 26.13 crores. Now as per current CA certificate dated 28.02.2025, Gross fixed assets are of Rs. 77.30 Crores which included free land assets of 3.30 Crore, Factory Building as 22.41 Crore, Plant & Machinery 34.39 crores and other assets as 17.20 crores. The Industry has attached list of machinery wherein it has increased its baby boiler tally to 3, it has increased its oven/friers to 23 and has provided 3 DG sets. ................................................................ The industry has filled an application form, uploaded CA certificate, compliance report of previous granted consents etc., which may kindly be perused...Approved Building Plan The industry has deposited Rs. 24000/- vide no. HDFCN52025032130207003 dated 21.03.2025 as NOC regularization fee and Rs. 2195000/- vide no. HDFCN52025032130207003 dated 21.03.2025 under Air Act, 1981 which is adequate up to 30.09.2028............................................................................................................... The industry was visited by the officers of the Board on 29.08.2025 with regard to its earlier application however the application was returned by competent authority on the ground of wrong category and change of fuel. Now industry has reapplied under new Orange category code (4.1 Bakery, confectionery, sweets with production capacity ≥ 1 TPD). Based on the visit & documents, it is observed as under: 1. The industry was in operation during visit & engaged in manufacturing breads & bakery products. The industry has installed 2 PNG fired baby boiler of capacity 0.6 TPH capacity & 1 no. PNG fired baby boiler of capacity 0.3 TPH. The three boilers have stacks of height 7 meters. As per general emission standards, a minimum stack of 9 meters is suggested for Boilers up to 2 TPH capacities however the same is based on consideration of sulphur in the fuel. As the industry has switched to PNG which is a cleaner fuel and capacity are quite lower than 2 TPH, the stack height of 7 meters is sufficient. 2. The industry has installed 23 PNG fired ovens/friers with adequate stack. The industry has installed 02 DG sets of capacity 500 KVA each & One of 750 KVA with canopy and adequate stack height. The details of all the 23 ovens/friers including individual stacks have been provided in the agenda note. 4. The Industry has submitted emission sampling report carried out in July, 2025 of all 23 emission source points at ovens/friers and its 3 Baby Boilers. As per reports, submitted by ITLCH Labs Private Limited, Maximum particulate matter concentration observed in 23 oven/friers is 26 mg/m3 and in Boilers it is 48 mg/m3. 4. Overall, The Industry has converted to PNG as fuel in all its oven/friers and its three boilers whereas DG sets are HSD fired. 5.0 There are two ongoing proceedings against the industry vide e-noting no. 27226436 and 24406329 for violations of the provisions of the Water Act, 1974 and non-renewal of Authorization under HWM Rules 2016. The updated report w.r.t proceedings for violations of the provisions of the Water Act, 1974 has been sent through e-noting no. 27226436 whereas industry has applied for renewal of Authorization under HWM Rules 2016. The application is currently under process................................................................................................................. In view of above, it is recommended that consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 30.09.2028 with general terms and conditions.(Comp. worthy MS, Large, Orange) |
