File Note: It is submitted that the project proponent was earlier granted Consent to Operate (CTO) under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/PBIP/SAS/2025/2411542239 dated 19.02.2025 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/PBIP/SAS/2025/2411160981 dated 19.02.2025 both were expired on 30.09.2025, for Spine, Extra Block, Hostel block, Cafeteria(Block 6), Academic Blocks 1 to 9, LC Hostel Block A & B, Sports Complex having build up area 1,48,792.72 sqm, subject to certain conditions as mentioned therein. Now, the project proponent has applied for renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Spine @ 1, Extra Block @ 1, Hostel block @ 1, Cafeteria (Block 6) @ 1, Academic Blocks 1 to 9, LC Hostel Block A & B, Sports Complex @ 1 alongwith requisite documents. The project proponent has submitted CA certificate dated 25.09.2025 mentioning the cost of the project of Rs. 237.62 Crore.The institute has deposited Rs. 4,32,000/- vide online UTR no. HDFCR52025092966277468 dated 29.09.2025 (linked with App. ID. 29974604) under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 4,32,000/- vide online UTR no. HDFCR52025092966208762 dated 29.09.2025 (linked with App. ID. 30239218) under the Air (Prevention & Control of Pollution) Act, 1981.The consent fee deposited by the institute is adequate upto 29.07.2026 under both the Acts after adjusting late fee. A clarification was raised on the application of the institute and the institute has submitted the reply which is as under: Clarification: The application has been scrutinized and the project proponent has mentioned that it's Environmental clearance is still under consideration stage only. Theproject proponent needs to clarify whether it has obtained the above said EC, if not, whatis the tentative timeline for the same. Reply: In reference to the abovementioned point it is to inform you that, the application forobtaining Environmental Clearance is presently under process with the SEIAA Punjab. Further, the CLU for the site has been applied to MC Gharuan and will be granted in 2 months. Accordingly, the Environmental Clearance (EC) will be submitted by April 2026 to your esteemed office. The institute has submitted lease agreement executed on dated 10.06.2025 between Sh. Amandeep Singh S/o Sh. Darshan Singh, R/o Village Gharuan and M/s Chandigarh Educational Trust (Regd.) through Sh. Sanjay Chopra regarding developed of land measuring 7.5 acres for disposal of treated effluent of second party. The lease agreement is valid upto 14.06.2028. The project proponent has submitted analysis report of effluent samples carried out by NABL approved laboratory i.e. Idma Laboratories Limited on 03.07.2025,the conc. of the parameters were found within the permissible limits of the Board as mentioned below: pH – 7.72 (prescribed limit – 6.5-9.0) COD mg/l – 44.7 (prescribed limit – --) BOD mg/l – 5.0 (prescribed limit – Max. 20) O&G mg/l - <2.5 (prescribed limit – --) Nitrogen mg/l – 4.8 (prescribed limit – --) Phosphate mg/l – 0.39 (prescribed limit – --) TSS mg/l – 16 (prescribed limit – Max. 50) Total Coliform MPN/100 ml – 79 (prescribed limit – --) F.Coli MPN/100 ml – 43 (prescribed limit – Max 1000) Ammonia mg/l - <0.5 (prescribed limit – --) The project proponent has submitted water calculation detail, the total population of the project @ 19913 (Day scholars @ 14808 + Hosteller @ 2655 + Teaching andNon-teaching staff @ 2200 + Visitors @ 250), total water requirement of the project @ 1127KLD. The total wastewater generation of the project @ 902 KLD, total treated wastewatergeneration (98%) 884 KLD and same is being treated in STP of capacity 1500 KLD. After treatment in STP, @ 462 KLD is being reused in flushing purpose, 371 KLD onto land for horticulture @ 67520.43 sqm in Summer and rest @ 51 KLD onto land for plantation as per Karnal Technology in an area of 7.5 acres, @ 462 KLD is being reused in flushing purpose, 122 KLD onto land for horticulture @ 67520.43 sqm in Winter and rest @ 300 KLD onto land for plantation as per Karnal Technology in an area of 7.5 acres, @ 462 KLD is being reused influshing purpose, 34 KLD onto land for horticulture @ 67520.43 sqm in Monsoon and rest @388 KLD onto land for plantation as per Karnal Technology in an area of 7.5 acres. PWRDA/I/10/2023/L3/168 dated 10.10.2023 validupto 09.10.2026 for abstraction of ground water @ 118500 m3 /month. The project proponent has submitted compliance report of consent conditions earlier granted to it. The site of the institute was visited by the undersigned along with EE of the Regional Office SAS Nagar on 19-12-2025. During the visit, it was observed as under: 1. The institute was in operation and the STP of South Campus was also in operation. The institute has installed 02 no. SBR tanks for treatment of waste water. However, during visit, in both the SBR tanks, aeration process was going on. The operator at site informed that the 02 SBR was in aeration stage, however, the other SBR is in decanting stage but due to inadequate storage capacity of sludge the same could not be decanted and aeration is being operated. The procedure adopted by the institute for operation of SBR technology seems not in order. 2. During visit, the samples were collected from the outlet of the STP and the same were sent to Head Office Lab Patiala for analysis. 3. Further, the treated wastewater record has been maintained and the reading noted during visit from the various flow-meters i.e. meter installed on the line for dual plumbing @ 151234 m3, agriculture @ 386009 m3 & horticulture @ 16662 m3. The average effluent discharge is around 400 KLD. 4. The plantation area developed by the institute as per Karnal Technology was also visited and it was observed that there is wild plantation growth in the area reserved for Karnal technology. Further, some portion of plantation was found water flooded and some portion was dry. 5. The institute has provided 3 no. mechanical composters of capacity 500 kg each for treatment of bio-degradable solid waste. However, the institute is not operating the composters on regular basis. No record of operation of the same could be shown on the site and the institute is lifting it’s solid waste to third-party vendors only. 6. Further, as per the prevailing guidelines, the institute is also required to obtain Environmental Clearance for its existing premises but, it has failed to obtain/submit the same till date. The project proponent is not complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. In view of the above, it is recommended that consent to operate under theprovisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused. *Competency: Hon’ble Chairperson of the Board
