File Note: It is submitted that the HCF was granted Consent to operate of the Board under the Water Act, 1974 vide no. CTOW/Renewal/MKS/2025/29733399 dated 09.10.2025 valid upto 08.01.2026 and the Air Act, 1981 vide no. CTOA/Renewal/MKS/2025/27392662 dated 13.01.2025 valid upto 31.12.2025 for 100 bed capacity with specific conditions mentioned therein……….. Moreover, the HCF was granted Authorization under the Bio Medical Waste Rules, 2016 for 100 bed capacity vide no. BMW/Renewal/MKS/2025/29000183, valid for a period up to 31.12.2025 with suitable conditions.…….. Now, the HCF has applied for obtaining renewal of Consent to operate of the Board under the Water Act, 1974 and Air Act, 1981 for 100 bed capacity through OCMMS along with relevant documents…….. The HCF has submitted copy of agreement made with M/s Medwaste Solutions Pvt. Ltd., Village Bidowali, Tehsil Gidderbaha, District Shri Muktsar Sahib regarding lifting of bio medication waste generated within the premises of the HCF, which is valid upto 02.05.2026…….. The HCF has deposited the consent fee of Rs. 10000/- vide receipt no. 418696897 dated 24.12.2025 under Water Act, 1974 and Rs. 10000/- vide receipt no. 967466106 dated 24.12.2025 under Air Act, 1981. The fee deposited by the HCF is adequate upto 31.12.2026……….. The HCF has submitted Bio Medical Waste complied report Nov 2025……. The HCF has submitted Muktsar Municipal Council door to door collection of solid waste fees receipt no. MP/1604/2023-2024/017943……… The samples from the ETP cum STP plant were collected on 24.10.2025. The test report, dated 06.11.2025, was received through mail from the Board’s laboratory (Copy attached).......... As per the report, the parameters pH, TSS (Total Suspended Solids), COD (Chemical Oxygen Demand), BOD (Biochemical Oxygen Demand), and Oil & Grease are found to be within the prescribed standard limits................. However, the Bio-Assay Test result indicates 0% survival of fish in 100% effluent after 96 hours, which is non-compliant with the required standards................ The HCF was visited by AEE of this office on 05.01.2026 and it was observed as under:- 1. The HCF is having 100 nos. bed capacity. …………… 2. The HCF is segregating Bio-Medical Waste being generated by its category wise at the point of their generation as per colour coding, collected in polythene / puncture proof bags, which are placed in plastic containers. …………… 3. The hospital is not cutting catheters/tubing…… 4. The hospital has provided shredders/ cutters for shredding of used needles……… 5. The HCF is treating highly infectious with sodium hypochlorite……. 6. Non-Polychlorinated bags, were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF……………. 7. The hospital has stored glass (broken / unbroken) in a cardboard box with blue colour marking on it. …………… 8. The hospital has provided Final storage room for storage of bio medical waste, which is safe, pucca and with lock & key arrangement systems…………… 9. As informed by the representative, the ETP has not been in operation for the past month due to maintenance of sewer pipeline……….. 10. The HCF has installed 02 no. DG set of capacity 82 KVA and 15 KVA with adequate stack height…….. In view of the above, it is hereby recommended that the Health Care Facility (HCF) be issued a Show Cause Notice for violation of the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Bio-Medical Waste Management Rules, 2016, due to non-compliance with effluent discharge standards, specifically the Bio-Assay test failure and above said violations. Further, it is recommended that Consent to Operate under the Air Act, 1981 may be granted only...... Competency- Senior Environmental Engineer
